BOARD OF COUNTY COMMISSIONERS

Beginning Board Order No. 2009-90

I. PRESENTATION (Following are items of interest to the citizens of the County)

1. Presentation of the Clackamas County 2008 Audit Results and Audit 2009 Planning by Independent Auditors Talbot Korvola and Warwick, LLP (Marc Gonzales)

II. CITIZEN COMMUNICATION (The Chair of the Board will call for statements from citizens regarding issues relating to County government. This portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Persons wishing to speak shall be allowed to do so after registering on the sheet provided on the table outside of the board room prior to the beginning of the hearing. Groups of four or more people speaking on a single topic are asked to limit their time to no more than 10 minutes. Groups may designate a single spokesperson, or have multiple speakers. Testimony is limited to three (3) minutes for individuals and ten (10) minutes for a group.)

III. DISCUSSION ITEMS (The following items will be individually presented by County staff or other appropriate individuals. Citizens who want to comment on a discussion item may do so when called on by the Chair.)

Clackamas Count Sheriff’s Office

1. Approval of Four Intergovernmental Agreements between Clackamas County Sheriff’s Office and the Cities of Damascus, Estacada, Happy Valley and Wilsonville Relating to Law Enforcement Services (Capitan O’Shaughnessy)

WATER ENVIRONMENT SERVICES

*2. REMOVED - Approval of an Agreement between CH2M Hill, Inc. and Clackamas County Service District No. 1 to Furnish Consulting Services for Strategic Planning for Wastewater Treatment and Program Planning (Mike Kuenzi)

IV. CONSENT AGENDA (The following Items are considered to be routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Study Session. The items on the Consent Agenda will be approved in one motion unless a Board member requests, before the vote on the motion, to have an item considered at its regular place on the agenda.)

1. Approval of the Grant Agreement with US Department of Housing & Urban Development for American Recovery and Reinvestment Act Community Development Block Grant Funds – CD

2. Approval of an Intergovernmental Agreement between the Community Development Division and the Gladstone School District for Building Improvements to the Gladstone Center for Children and Families Facilities – CD

3. Approval of an Intergovernmental Agreement with the City of Lake Oswego for Diversion Panel Services - OCF

1. Approval of the Dissolution of the Intergovernmental Agreement with the City of West Linn for Shared Use of the Historic Preservation Review Commission

2. Approval of an Intergovernmental Agreement between Clackamas County and Washington County for Maintenance of the Wilsonville to Beaverton Commuter Rail Project

C. Elected Officials

1. Approval of Previous Business Meeting Minutes – BCC

2. Approval of a Contract for Urinalysis Testing Services for Clackamas County Community Corrections, Juvenile Department and Community Health Department

D. Department of Emergency Management

1. Approval of a Local Grant Agreement with Jon and Patricia French for a FEMA Hazard Mitigation Grant

2. Approval of Intergovernmental Hazard Mitigation Grant Program Agreement # FEMA DR-1824-OR

E. Department of Employee Services

1. Approval of a Contract Renewal with Providence Health Plan for the Plan Years Beginning January 1, 2007 through December 21, 2009

2. Approval of a Contract Renewal with Kaiser Foundation Health Plan of the Northwest for the Plan Year Beginning January 1, 2009 through December 31, 2009

V. WATER ENVIRONMENT SERVICES

1. Acceptance of a Conservation Easement on behalf of Clackamas County Service District No. 1 (B. Boutwell)

VI. COMMISSIONERS COMMUNICATION
