I. CALL TO ORDER

MOTION:

Commissioner Smith: I move we approve the order of the agenda.
Commissioner Schrader: Second.
Clerk call the poll.
Commissioner Smith: Aye.
Commissioner Savas: Aye
Commissioner Schrader: Aye.
Chair Ludlow: Aye.
Chair Ludlow – The motion is approved 4-0.

II. CITIZEN COMMUNICATION

  1. Les Poole, Gladstone - spoke about the Housing Authority issue, TriMet contract, LUBA appeal regarding right-of-way.
  2. Tena Olson, Oregon City - appreciates the Board and wants their support for Veteran’s Services.
  3. Cindy Lewis-Wolfrum, Milwaukie – appreciated a fair and civil process from the Board.
  4. Doug Townsly, Estacada - opposes Dan Potter being appointed as the Director of the Housing Authority.

Chair Ludlow announced the Board will recess as the Board of Commissioners and convene as the Housing Authority Board for the next item.

III. HOUSING AUTHORITY CONSENT AGENDA

Chair Ludlow asked the Clerk to read the Housing Authority consent agenda by title.

  1. Resolution Appointing Dan Potter as the Director to the Housing Authority of Clackamas County on an Interim Basis

MOTION:

Commissioner Smith: I move we approve the Housing Authority consent agenda.
Commissioner Schrader: Second.

Commissioner Schrader: Aye.
Chair Ludlow: Aye.
Chair Ludlow – The motion is approved 4-0.

Chair Ludlow announced the Board will recess as the Housing Authority Board and convene as Service District No. 5 for the next five public hearings.

IV. PUBLIC HEARINGS

SERVICE DISTRICT NO. 5 (Street Lighting)

Wendi Coryell, Clackamas County Service District No. 5 presented all five assessment areas.

  1. Board Order No. 2013-06 Forming a 19 Lot Assessment Area within Clackamas County Service District No. 5, Assessment Area 26-12, Helena Street Petition
  2. Board Order No. 2013-07 Forming a 91 Lot Assessment Area within Clackamas County Service District No. 5, Assessment Area 10-12, Hidden Falls Subdivision
  3. Board Order No. 2013-08 Forming a 1 Lot Assessment Area within Clackamas County Service District No. 5, Assessment Area 19-12, Easton Ridge Apartments
  4. Board Order No. 2013-09 Forming a 1 Lot Assessment Area within Clackamas County Service District No. 5, Assessment Area 28-12, Town & Country Auto Dealership
  5. Board Order No. 2013-10 Forming a 1 Lot Assessment Area within Clackamas County Service District No. 5, Assessment Area 20-12, Coffee Kiosk

    Chair Ludlow opened the public hearing and asked if anyone wished to speak.

    1. Ikeon Decker – Chief petitioner for the Helena Street assessment areas spoke in support. She is hoping the street lights will make the neighborhood safe.

    Chair Ludlow closed the public hearing and asked for a motion.

    MOTION:

    Commissioner Savas: I move we approve all five assessment areas as presented.
    Commissioner Schrader: Second.

    Chair Ludlow announced the Board will recess as the Service District No. 5 and re-convene as the Board of County Commissioners for the remainder of the meeting.

Approval of a Behavioral Health Services Agreement with LifeWorks NW for Assertive Community Treatment, Intensive Community-Based Service for Children, Outpatient Substance Abuse Service, Outpatient Mental Health Services, Psychiatric Day Treatment Services for Children, and Intensive Treatment and Recovery Services – Behavioral Health
