I. CALL TO ORDER

MOTION:

Commissioner Bernard: I move we approve the order of the agenda.

Chair Ludlow: Aye.
Chair Ludlow – The motion is approved 5-0.

II. PRESENTATION

  1. Presentation on the Grant Award for the Expansion of the Mt. Express Bus Service to Government Camp
  2. Cindy Becker and Teresa Christopherson, Health, Housing & Human Services presented the staff report. The following folks spoke in support of this Grant Award.

    Tom Torres, Mt. Hood National Forest

    Bob Reeves, Villages at Mt. Hood

    Tom Keenan, Mt. Hood Ski Bowl

    Sherrin Coleman, ODOT Public Transit

III. CITIZEN COMMUNICATION

  1. Jo Haverkamp, Oregon City – explained why she supports the Easton Ridge project.
  2. Kevin Johnson, Gladstone – mismanagement of the Housing Authority and the Easton Ridge project.
  3. Les Poole, Gladstone – spoke about the Milwaukie Elks, TriMet and light rail.
  4. Virginia Davidson, Milwaukie – supports Milwaukie Elks, supports the Easton Ridge project and affordable housing.
  5. Mack Woods, Canby – citizen’s right to vote.
  6. Cyndi Lewis Wolfrum, Milwaukie – asked that the Board have adequate notice on all items the Board takes action on.

IV. DISCUSSION ITEM

Business & Community Services

  1. Approval of the Timber Sale Contracts for the Golf, Goalie and Fore Timber Sales with High Cascade, Inc.
  2. Gary Barth and Dan Green, Business and Community Services presented the staff report.

    Board Discussion

    Chair Ludlow announced this is a discussion item and stated there are two people who signed up to speak.

    1. Marge Stewart, Wildcat Mountain in Sandy – spoke in support of the timber sale.
    2. Mike McLees, Colton - spoke in support of the timber sale.

    Chair Ludlow asked if anyone else wished to speak, seeing none he asked for a motion.

    MOTION:

    Commissioner Savas: I move we approve the Timber Sale Contracts for the Golf, Goalie and Fore Timber Sales with High Cascade, Inc.
    Commissioner Schrader: Second.

    Chair Ludlow announced he had to leave for a speaking engagement and passed the gavel to Commissioner Savas who will continue the meeting.

Vice-Chair Savas asked the Clerk to read the Consent agenda by title – he then asked for a motion

Vice-Chair Savas – the motion passes 4-0.

  1. Approval of Intergovernmental Agreement No. 28806 with the Oregon Department of Transportation for the Construction of the Highway 212/Lawnfield Road Connection Project, Phase 3

  1. Approval of Previous Business Meeting Minutes – BCC

  1. Approval to Submit the Mental Health and Substance Abuse Grant Application through the US Department of Justice

D. County Administration

  1. Resolution No. 2013-14 Approving the Participation in Funding Activities with Oregon Office for Community Dispute Resolution

  1. Approval of an Agreement to Furnish Engineering Services to Clackamas County Service District No. 1 for the Carli Creek Regional Water Quality Treatment Facility 30% Design
