I. CALL TO ORDER

MOTION:

Commissioner Bernard: I move we approve the order of the Business Meeting agenda.
Commissioner Smith: Second.
Chair Ludlow – asked the Clerk to call the poll.
Commissioner Smith: Aye.
Commissioner Schrader: Aye
Commissioner Savas: Aye.
Commissioner Bernard: Aye.
Chair Ludlow: Aye.
Chair Ludlow – The motion is approved 5-0.

II. CITIZEN COMMUNICATION

  1. Myrna Hester, Oregon City – thanked the Board for being responsive.
  2. Neal Reisner, Gladstone – asked if the County 4 day work week will change, and inquired about the County Administrators contact.
  3. Shirley Soderberg, Milwaukie – gave Commissioner Savas an appreciation plaque for his service on behalf of Clackamas County voters.
  4. Yvonne Lazarus, Milwaukie – spoke against light rail and reminded folks to vote.
  5. Les Poole, Gladstone – spoke re; misc issues including the Trolley Trail and light rail.
  6. Nancy Kelly Bushley, Milwaukie – her property has encountered damage due to the construction of the light rail.
  7. Cyndi Lewis Wolfram, Milwaukie – thanked the Board for their assistance with the CRW issue.
  8. Aaron Auer, Oregon City – spoke about the history of Jason Lee – opposes the proposed HB to remove the Jason Lee statue.
  9. Mack Woods, Canby – right to vote – spoke about the Trimet law suit.
  10. Janice Dysinger, Gresham – representing True to Vote – spoke regarding election integrity.
  11. Jim Knapp, Oak Grove – spoke in support of the Jason Lee statue.

Chair Ludlow announced the Board will recess as the Board of County Commissioners and convene as the Housing Authority of Clackamas County for the next two items.

III. HOUSING AUTHORITY PUBLIC HEARING

  1. Public Hearing for the Housing Authority of Clackamas County Annual Plan for FY 2013-2014 which Begins July 2013
  2. Richard Swift, Deputy Director of Health, Housing and Human Services and Dan Potter, Interim Manager of the Housing Authority, presented the staff report and gave an overview of the annual plan. This plan is required by HUD – Housing and Urban Development.

    Board Discussion

    Chair Ludlow opened the public hearing and stated he has one person signed up to speak.

    1. Tom Cusack, Lake Oswego – submitted some suggested changes for the annual plan
    2. Jim Knapp, Milwaukie – stated Federal money is tax dollars – has concerns about the sidewalks on Risley Ave.
    3. Nancy Kelly Bushly, Milwaukie – lives next door to a HUD house – had several issues regarding the tenants.
    4. Neil Reisner, Gladstone – asked if this plan included Easton Ridge.

    Board Discussion

    Chair Ludlow closed the public hearing and stated there is no Board action on this item tonight. It will come back before the Board on the April 4, 2013 Business meeting agenda for final approval.

IV. HOUSING AUTHORITY CONSENT AGENDA

Chair Ludlow asked the Clerk to read the Housing Authority Consent agenda by title – he then asked for a motion

  1. In the Matter of Writing Off Uncollectible Accounts for the Third Quarter of FY 2013

MOTION:

Commissioner Bernard: I move we approve the Housing Authority Consent Agenda.
Chair Ludlow: Second.

Chair Ludlow announced the Board will adjourn as the Housing Authority of Clackamas County Board and re-convene as the Board of County Commissioners for the remainder of the meeting.
