I. CALL TO ORDER

II. CITIZEN COMMUNICATION

  1. Richard Freeman, Oregon City – concern about the unfriendly phone system at the Sheriff’s Office.
  2. Tena Olsen, Oregon City – comments on the Oregonian article regarding the CTC urban renewal fund.
  3. Yvonne Lazarus, Milwaukie – spoke against light rail and code violation in her neighborhood.
  4. Jo Haverkamp, Oregon City – concerns regarding the CTC urban renewal funds – supports keeping the funds in the County.
  5. Ken Howard, upholding the constitution regarding contracts – asked about the Oregon Green School flag.
  6. Nancy Hall, Happy Valley – spoke about the sign Clackamas Regional Center, and the Metro Community planning and development grants.
  7. Les Poole, Gladstone – spoke regarding Tri-met and light rail.
  8. Jeff Molinari, Milwaukie – spoke in opposition of Tri-met.
  9. Mack Woods, Canby – spoke in opposition of Clackamas County code enforcement.
  10. Nancy Kelly Bushley, Milwaukie – spoke about the damage Tri-met cased to her chimney during the construction of the trolley trail also concerned about the marijuana grow house in her neighborhood.
  11. Cyndi Lewis Wolfrum, Milwaukie – comments on the Urban Renewal work group report.

  1. Board Order No. 2013-21 Approval of Annexation to Clackamas County Service District No. 1 (Sanitary Sewer)
  2. Chris Storey, County Counsel, Ken Martin, Boundary Change Consultant presented the staff report.

    Chair Ludlow opened the public hearing and asked if anyone wished to speak, seeing none he asked for a motion.

    MOTION:

    Commissioner Savas: I move we approve the Board Order approving the Annexation to Clackamas County Service District No. 1.
    Commissioner Bernard: Second.

  3. First Reading of Ordinance No. 01-2013 Amending Chapter 1.03 (Reserved Powers) of the Clackamas County Code - the Proposed Ordinance Clarifies the County’s Ability to Address Public Safety Issues Related to Public Rail Transit
  4. Dan Chandler, County Administration presented the staff report.

    1. Les Poole, Gladstone – spoke in support of the ordinance.
    2. Mack Woods, Canby – the nonsense needs to end.
    3. Eugene Whitley, communication to the people is important.
    4. Nancy Kelly, Bushley, Milwaukie – spoke about the book “Free Land for Free Men – the Story of Clackamas County.

    Chair Ludlow closed the public hearing and asked for a motion to read the ordinance by title only.

    Commissioner Bernard: I move we read the ordinance by title only.

    Chair Ludlow – The motion is approved 4-0 – he asked the Clerk to assign a number and read the ordinance by title only. He then announced the second reading for Ordinance No. 01-2013 will be at the May 2, 2013 regularly scheduled Business Meeting at 10 AM.
