I. CALL TO ORDER

III. PRESENTATION

  1. Presentation Recognizing Clackamas County Volunteer Neil Mast
  2. The Board acknowledged and presented Mr. Mast a certificate for his 41 years of volunteer service at Rex Putnam High School. Mr. Mast has received a number of awards for his volunteer service, including a sportsmanship award from the National Federation of State High School Associations. Several Clackamas County elected officials and staff who are alumni of Rex Putnam High School were in attendance to congratulate Mr. Mast.

II. CITIZEN COMMUNICATION

  1. Maryanna Moore, Gladstone – comments and questions regarding the County’s four-day work week and the Trolley Trail.
  2. Cyndi Lewis-Wolfram, Milwaukie – thanked the County for having better communication with the CPO’s in the County.
  3. Les Poole, Gladstone – utilizing the County web page to keep folks informed on all the important issues in the County.
  4. Faith Leith, Oregon City – concerned about the TriMet ballot measure, and use of ballot measures.

  6. Nancy Hall, Happy Valley – vote no on 3-425.
  7. Kevin Phillips, Beavercreek – concerns regarding the verbiage of proposed ordinance for Code Enforcement.

IV. PUBLIC HEARING

  1. First Reading of Ordinance No. 02-2013 Amending Chapter 2.07, Compliance Hearings Officer, of the Clackamas County Code
  2. Scott Caulfield, Code Enforcement and Rhett Tatum, County Counsel presented the Staff Report.

    Board Discussion

    Chair Ludlow opened the public hearing and stated there are 4 people who signed up to speak.

    1. Kevin Phillips, Beavercreek – concerns regarding the ordinance.

    3. Mack Woods, Canby – concerns regarding the ordinance.
    4. Les Poole, Gladstone – stated there needs to better notification to the public and asked for clarification on how the process works.
    5. Scott Caulfield – described the process.

    6. Cyndi Lewis Wolfram, Milwaukie – asked for clarification on the fee process and the complaint system.

    Chair Ludlow closed the public hearing and asked for a motion to read the ordinance by title only.

    MOTION:

    Commissioner Savas: I move we read the ordinance by title only.
    Commissioner Smith: Second.

    Commissioner Schrader: Aye.
    Chair Ludlow: Aye.
    Chair Ludlow – The motion is approved 4-0. He asked the Clerk to assign a number and read the ordinance by title only. He then announced the second reading will be at the June 6th regular scheduled Business Meeting at 10 AM.

  2. Approval of an Intergovernmental Agreement between Clackamas County, Oregon Department of Transportation and Hood River County for Partnership in the Mt. Hood Multimodal Transportation Plan
