I. CALL TO ORDER

II. PRESENTATION

  1. Presentation of the Community Action Impact Awards
  2. Brenda Durbin, Social Services who introduces Bill Hagen, Chair of the Community Action Board. They spoke about Community Action and the work the volunteers perform for citizens within the County.

    Commissioner Smith read each name of the winners of the Community Action Impact Award.

    The Board thanked everyone for their volunteer work and service to the community.

III. CITIZEN COMMUNICATION

  1. Tena Olsen, Oregon City – concern about the location of the Veterans Service Office.
  2. Steve Wheeler stated the County is looking for the best location for the Veterans Office.

  3. Levi Manselle, Gladstone – spoke in support of Leadership Clackamas County.
  4. Ginny Davidson, Milwaukie – confusing information regarding urban renewal.

  6. Yvonne Lazarus, Milwaukie – urging folks to vote.
  7. Jerry Ghiglier, concerns regarding location for Veterans Office.

  9. Les Poole, Gladstone – appreciated the evening meetings and spoke about the importance of voting.
  10. Brian Johnson, Gladstone – concerned about a ditch at his property.

  12. Jo Haverkamp, Oregon City – concerned about the Ambulance RFP process.
  13. David Kelly, Milwaukie – representing North Clackamas Chamber – spoke in support of Leadership Clackamas County.
  14. Stephanie Rose, Milwaukie – spoke in support of Leadership Clackamas County and asked for funding from the County.

IV. PUBLIC HEARING

  1. Reading and Adoption of a Board Order No. 2013-27 Amending Local Contract Review Board Rules, County Code Appendix “C”
  2. Lane Miller, Purchasing Manager presented the staff report.

    Chair Ludlow opened the public hearing and asked if anyone wished to speak, seeing none he asked for a motion to read the board order by title.

    MOTION:

    Commissioner Bernard: I move we read the board order amending Local Contract Review Board Rules, County Code Appendix “C” by title only.
    Commissioner Smith: Second.

    Commissioner Bernard: Aye.
    Commissioner Smith: Aye.
    Commissioner Schrader: Aye.
    Commissioner Savas: Aye.
    Chair Ludlow: Aye.
    Chair Ludlow – The motion is approved 5-0. He then asked the Clerk to read the order for a motion to adopt the Board Order.

    MOTION:

    Commissioner Savas: I move we adopt the board order amending Local Contract Review Board Rules, County Code Appendix “C” as presented today.
    Commissioner Schrader: Second.
    Clerk call the poll.
    Commissioner Bernard: Aye.
    Commissioner Smith: Aye.
    Commissioner Schrader: Aye.

    Chair Ludlow – The motion is approved 5-0.

Chair Ludlow announced the Board will recess as the Board of County Commissioners and convene as the Housing Authority Board for the next item.

V. HOUSING AUTHORITY CONSENT AGENDA

Chair Ludlow asked the Clerk to read the Housing Authority consent agenda by title – he then asked for a motion.

  1. Appointment of Paul Reynolds as the Resident Commissioner to the Housing Authority of Clackamas County Board
  2. MOTION:

    Commissioner Bernard: I move we approve the Housing Authority consent agenda.
    Commissioner Savas: Second.
    The Board welcomed Paul Reynolds as the Housing Authority Commissioner.
    Clerk call the poll.
    Commissioner Bernard: Aye.
    Commissioner Smith: Aye.
    Commissioner Schrader: Aye.
    Commissioner Savas: Aye.
    Chair Ludlow: Aye.
    Chair Ludlow – The motion is approved 5-0.

Chair Ludlow adjourned as the Housing Authority Board and reconvene as the Board of County Commissioners for the remainder of the meeting.

VI. DISCUSSION ITEMS

  1. Approval of Intergovernmental Agreement No. 28273 with the Oregon Department of Transportation for the Preliminary Engineering Phase of the Tolbert St, 82nd Dr to Minuteman Way Project
  2. Mike Bezner, Transportation Engineering Manager presented the staff report.

    Chair Ludlow stated this is a discussion item and asked if anyone wished to speak, seeing none he asked for a motion.

    MOTION:

    Commissioner Smith: I move we approve the Intergovernmental Agreement with Oregon Department of Transportation for the preliminary Engineering Phase of the Tolbert Ste, 82nd Drive to Minuteman Way project.
