CALL TO ORDER

I. CITIZEN COMMUNICATION

  1. Kevin Johnson, Gladstone – concerned regarding fair housing.
  2. Les Poole, Gladstone – cumbersome government, including Metro; vacation of 27th Ave. near Milwaukie Elks.
  3. Nancy Hall, Happy Valley – concerned regarding the proposed Eagle Landing development.
  4. Mack Woods, Canby – tax exemption for Veterans.

II. PUBLIC HEARINGS

  1. Resolution No. 2014-115 for a Clackamas County Supplemental Budget (Greater than 10%) and Budget Reduction for Fiscal Year 2014-2015 Diane Padilla, Budget Manager presented the staff report.
  2. Chair Ludlow opened the public hearing and asked if anyone wished to speak, seeing none he asked for a motion.

    MOTION:

    Commissioner Bernard: I move we approve the resolution for a Clackamas County Supplemental Budget (Greater than 10%) and Budget Reduction for Fiscal Year 2014-2015.
    Commissioner Savas: Second.

    Commissioner Bernard: Aye.
    Commissioner Smith: Aye.
    Commissioner Schrader: Aye.
    Commissioner Savas: Aye.
    Chair Ludlow: Aye – the motion passes 5-0.

  3. First Reading of Ordinance No. 01-2015 Modifying the Moratorium on Medical Marijuana Dispensaries in Clackamas County Dan Chandler, Strategic Policy Administrator presented the staff report. Board Discussion
  4. Chair Ludlow opened the public hearing and stated there are two folks signed up to speak.

    1. Mario Mamone, West Linn – represents Maritime Café – supports the ordinance.
    2. Desirae Duvall, Oregon City – represents Maritime Café – supports the ordinance. Board Discussion

Chair Ludlow closed the public hearing and asked for a motion to read the ordinance by title only.

MOTION:

Commissioner Bernard: I move we read the ordinance by title only.
Commissioner Schrader: Second.

Chair Ludlow: Aye – the motion passes 5-0. He asked the Clerk to assign a number and read the Ordinance by title only.
Chair Ludlow asked if any of the Commissioners have any proposed changes or amendments to the draft ordinance.

Commissioner Bernard had the following motion:

Commissioner Bernard: I move we change the hours of operation to 10 a.m. to 8 p.m. daily.
Commissioner Ludlow: Second.

Chair Ludlow announced the second reading will be on Jan. 8, 2015 at the regular scheduled Business Mtg. at 10 a.m. Commissioner Savas was excused to attend another meeting.
