CALL TO ORDER

Chair Ludlow opened the meeting as the Housing Authority Board for this item.

I. HOUSING AUTHORITY CONSENT AGENDA

Chair Ludlow asked the Clerk to read the Housing Authority Consent Agenda by title, he then asked for a Motion.
  1. In the Matter of Writing off Uncollectable Accounts for the Second Quarter of FY 2015
  2. Resolution No. 1908 Award of 21 Projects Project Based Vouchers and $1,300,000 in Public Housing Disposition Proceeds

MOTION:

Commissioner Reynolds: I move we approve the Housing Authority consent agenda.
Commissioner Bernard: Second.
Clerk to call the poll:
Commissioner Reynolds: Aye.
Commissioner Savas: Aye.
Commissioner Smith: Aye.
Commissioner Bernard: Aye.
Commissioner Schrader: Aye.
Chair Ludlow: Aye - the motion is approved 6-0.

Chair Ludlow adjourned as the Housing Authority and convenes as the Board of County Commissioners for the remainder of the meeting.

II. PRESENTATION

  1. Presentation of the Clackamas County Government Channel 2014 Awards Garrett Teague, Public and Governmental Affairs presented the staff report and introduced a short video which outlined the awards received. Board Discussion

III. CITIZEN COMMUNICATION

Chair Ludlow stated there are several folks signed up to speak regarding a proposed development in Jennings Lodge – some concerns are removal of trees, increased traffic, impact on the neighborhood and erosion from water runoff. He asked Mike McCallister, Planning Director to give information regarding this proposed project. He then asked folks to come up two at a time.

  1. Carol Mastronade, Milwaukie – concerns regarding the proposed development in Jennings Lodge.
  2. Tom Weaver, Milwaukie - concerns regarding the proposed development in Jennings Lodge.
  3. Terry Gibson, Jennings Lodge – President of Oak Lodge Sanitary District – concerned about saving the trees on the property.
  4. Jeff Bornafeld, Jennings Lodge – concerns regarding the proposed development in Jennings Lodge.
  5. Pat Reinert, Jennings Lodge - concerns regarding the proposed development in Jennings Lodge.
  6. Chips Janger, Oak Grove – concerns regarding the proposed development in Jennings Lodge.
  7. Mindy Hill, Milwaukie - concerns regarding the proposed development in Jennings Lodge, including erosion and flooding.
  8. Pat Russell, Milwaukie – spoke regarding development standards for the proposed development in Jennings Lodge (submitted his testimony in writing).
  9. Coy Rita Tolonen, Milwaukie - several concerns regarding the proposed development in Jennings Lodge. Board Discussion, including comments from Mike McCallister
  10. Les Poole, Gladstone – several concerns including Metro.
  11. Nancy Hall, Happy Valley – concerned about proposed Eagles Landing development. Board Discussion

IV. PUBLIC HEARING

  1. Reading and Adoption of a Board Order No. 2014-123 Amending Local Contract Review Board Rules, County Code Appendix C

Stephen Madkour, County Counsel presented the staff report. During the two week period between December 22, 2014 and January 5, 2015, the Board of County Commissioners will not be holding regular Board meetings. This amendment grants signing authority to the County Administrator; this will allow the continuation of regular business of County matters without delay.

Chair Ludlow opened the public hearing and asked if anyone wished to speak, seeing none he asked for a motion.

MOTION:

Commissioner Savas: I move we read the Board Order by title only.
Commissioner Bernard: Second.

Commissioner Smith: Aye.
Commissioner Savas: Aye.
Commissioner Schrader: Aye.
Chair Ludlow: Aye – the motion passes 5-0 – he asked for a motion to adopt.

Commissioner Smith: I move we adopt the Board Order Amending Local Contract Review Board Rules, County Code Appendix C as presented in the Board Order.
Commissioner Bernard: Second.

Chair Ludlow: Aye – the motion passes 5-0.

V. DISCUSSION ITEM

Public and Government Affairs

  1. Resolution No. 2014-124 Supporting the Reopening of the Willamette Falls Locks Gary Schmidt, Director of Public and Government Affairs presented the staff report. Board Discussion
  2. Chair Ludlow announced this is a discussion item and stated there are a few folks signed up to speak.
  3. Peggy Sigler, Canby, represents National Trust for Historic Preservation – spoke in support of this resolution.
  4. Sandy Carter, West Linn, represents One Willamette River – spoke in support of the resolution.
  5. Lisa Naito, represents the Nation Trust for Historic Preservation – spoke in support of the resolution.
  6. Annette Mattson, PGE - spoke in support of the resolution. Board Discussion

Ludlow asked for a motion.

Commissioner Smith: I move we approve the resolution supporting the reopening of the Willamette Falls Locks.
