CALL TO ORDER

I. CITIZEN COMMUNICATION

  1. John Valley, Salem – spoke regarding the Oregon College Saving plan.
  2. Les Poole, Gladstone – comments regarding Metro, UGB, road funding.

II. PUBLIC HEARINGS

  1. Public Hearing for the Proposed Housing and Community Development 2015 Action Plan Chuck Robbins, Housing & Community Affairs presented the staff report and outlined the action plan.
    Board Discussion
    Dan Johnson, DTD - spoke about the Wichita Center.
  2. Chair Ludlow opened the public hearing and asked if anyone wished to speak.

    1. Donna Fix, Molalla – Representing Colton Helping Hands, Inc., food program – spoke in support of the action plan.
    2. Brad Albert, City of Milwaukie – spoke in support of the action plan.
    3. Nicolas Lennartz, City of Molalla – spoke in support of the action plan.
    4. Martha McLennan, Milwaukie – Representing NW Housing Alternative – spoke in support of the action plan.
      Board Discussion

    Chair Ludlow closed the public hearing and announced there is no Board action on this item today, it will come back for adoption at the April 30, 2015 Business meeting at 10 a.m.

    Chair Ludlow announced the Board will recess as the Board of County Commissioners and convene as the Development Agency for the next item.

  3. Resolution No. 2015-28 Approval of a Clackamas County Development Agency Supplemental Budget (Greater than 10% and Budget Reductions) for FY 2014-2015 Dan Johnson, Development Agency presented the staff report. Chair Ludlow opened the public hearing and asked if anyone wished to speak, seeing none he asked for a motion.

MOTION:

Commissioner Bernard: I move we approve the Resolution for a Clackamas County Development Agency Supplemental Budget Greater than 10% and Budget Reductions for Fiscal Year 2014-2015.
Commissioner Smith: Second.
Clerk calls the poll.
Commissioner Bernard: Aye.
Commissioner Smith: Aye.
Commissioner Savas: Aye.
Chair Ludlow: Aye – the motion passes 4-0.

Chair Ludlow adjourned as the Development Agency and re-convene as the Board of County Commissioners for the remainder of the meeting.

III. CONSENT AGENDA

Chair Ludlow asked the Clerk to read the consent agenda by title – he then asked for a motion.

Commissioner Savas: I move we approve the consent agenda.
Commissioner Smith: Second.

  1. Approval for a Change of Control of the Wichita Sanitary Service Franchise to Waste Management of Oregon, Inc.

C. Finance Department

  1. Resolution No. 2015-29 Approving the Submission of Fiscal Year 2015-2016 County Assessment Function Funding Assistance (CAFFA) Grant Application for the County Assessor’s Office
  2. Resolution No. 2015-30 for a Clackamas County Transfer of Appropriations for Fiscal Year 2014-2015
  3. Resolution No. 2015-31 for Clackamas County Budgeting of New Specific Purpose Revenue for Fiscal Year 2014-2015

D. Elected Officials

  1. Approval of Previous Business Meeting Minutes – BCC

E. Technology Services

  1. Approval of an Intergovernmental Agreement between Clackamas County Broadband Express and Clackamas County Service District No. 1 and Tri-City Service District for Fiber Connections

F. Juvenile Department

  1. Approval to Submit a Grant Application for the Justice and Mental Health Collaboration Program Grant through the US Department of Justice
