“Draft” Meeting Minutes

Just prior to introductions, Lynn Peterson provided a briefing, invitation and handouts to all about the upcoming Community Congress being held on May 12th.  In addition, she provided a handout and a brief update about recent activities of the 5 Member Commission Task Force.

During introductions each attendee spoke briefly about general items from their jurisdictions.

Brian Newman, Metro – provided the group with a short update about HB 2051 and SB 1011.

Minutes of the April 5, 2007 meeting were adopted unanimously.

Jim Whitty – ODOT distributed Sunrise Project and South I-205 Report Results to the group.  He explained that he had previously briefed a majority of the attendees about this subject and would like to discuss the report with the group.  He briefly discussed Macquarie Study and their analysis of I-205 and Sunrise.

  • The study suggested that the Sunrise toll road should not be built now as it would not be a time savings.
  • The study did look at several things
    • Managed lanes
    • Toll lanes
    • Bridge lanes
    • Shadow tolling
  • Mr. Whitty stated that Bridge tolling is the most viable option of those presented

Other discussion included:

  • Widening 205 south of the Abernathy Bridge and adding lanes north and southbound
  • What would be the impact of 205 light rail?
  • Is light rail worth further analysis – the study said yes.
  • Multifaceted funding plan for the region – move transportation into the utility concept
  • Does ODOT have a commitment to two new lanes and no more than six lanes?
  • There needs to be a public process about the landscape and the removal of trees.
  • ODOT can look at any suggestion and they will not go forward without public discussion.

Brian Newman, Metro and Ron Weinman, Clackamas County provided an update on RTP.  Discussion included:

  • June 18th is a key date when Clackamas County project list are due to Metro.  Ron Weinman provided a handout listing other relevant dates in the process.
  • The goal is to identify local projects and have those ready for submittal to Metro by 5 p.m. on June 18th.
  • A map will be developed to show how all of these projects fit together.
  • There is a $2.5 billion budget for counties and cities.
  • Ron advised the projects are not limited to the RTP.  All projects within the county should be reviewed for impact and the map will help show how all projects would fit together.  This will assist in illuminating any gaps.
  • First step is to identify projects by the cities by May 22nd.
  • If the city staffs have not scheduled a work session with Metro; they should
  • Schedules are being talked about because of Federal deadlines
  • What is the financial forecast? -  To be discussed at the JPAC meeting on May 10th
  • One member stated we are not hearing the criteria or how things work together.
  • Brian said that all items will go through Chapter 1 evaluation and then we will see how everything shakes out.

Carlotta Collette provided a short briefing on the upcoming one day Summer Retreat of June 29th at the Museum of the Oregon Territory.
