Board of Commissioners Land Use Hearings

The five-member Board of County Commissioners holds legislative authority in issuing land use decisions which involve creation or revision of public policy. This includes amendments to the Clackamas County Comprehensive Plan and Zoning & Development Ordinance. The Board of County Commissioners holds public hearings prior to issuing decisions, at which time the recommendation from the Planning Commission is considered.

All meetings start at 9:30 a.m. unless otherwise noted.

This is a legislative text amendment to the Clackamas County Comprehensive Plan and Zoning and Development Ordinance (ZDO). The proposed Plan amendments are to Chapters 4 (Land Use) and 6 (Housing), and the proposed ZDO amendments are to Sections 202 (Definitions), 602 (Business Park, Light Industrial, and General Industrial Districts), and 1203 (Conditional Uses) . A new ZDO Section 842 (Transitional Shelter Communities) would be added.

On March 22, 2017, the Board approved amendments to the county’s marijuana-related land use regulations, except that it deferred a decision on whether to allow marijuana concentrate and extract processing in the EFU and AG/F zones to May 17, 2017. (As a result, the concentrate and extract processing amendments have been given a new file number for tracking purposes.)

ZDO-258: Clackamas Regional Center Connections Project

The proposal is a legislative text amendment to the Clackamas County Comprehensive Plan and Zoning and Development Ordinance. The primary purpose of the proposed amendments are to add new transportation system improvements projects to the 20-year Capital Improvement Program that were identified during the Clackamas Regional Center Connections Project. Secondarily, staff is proposing a number of changes that are “housekeeping”. These policies need to be updated to clarify existing operating standards for arterial and collector roads and to be consistent with State regulation.

The proposal is a legislative text amendment to the Clackamas County Comprehensive Plan. This amendment package will minimize impacts to an identified wetland by realigning the planned intersection at SE 172nd Ave. and SE Troge Rd. The SE 172nd Avenue/SE 190th Drive Corridor Management Plan is adopted by reference into the County’s Comprehensive Plan, Appendix A, and is one of the Special Transportation Plans identified in Chapter 5 of the County’s Comprehensive Plan.
