2012-2016 Consolidated Plan

What is the Consolidated Plan?

The Consolidated Plan is a document which collects and analyzes data that is used to assess the housing and community development needs throughout Clackamas County. Based on this information funding priorities are set and projects are selected. Clackamas County has completed a draft of the 2012-2016 Consolidated Plan.

This Plan includes an analysis of the local housing market, low-income housing needs, the needs of homeless persons and special needs populations.  It also includes information on the public improvements needed to revitalize low income neighborhoods. It allows the County to receive about $2.8 million annually in new federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) programs of the U.S. Department of Housing and Urban Development (HUD).

The Clackamas County Board of County Commissioners held a public hearing on the Plan and Project Funding Recommendations on April 12th.  The hearing consisted of:

  1. A review of the past performance of the County's Housing and Community Development programs;
  2. A review of the Proposed 2012-2016 Housing and Community Development Consolidated Plan and the Proposed 2012 Housing and Community Development Action Plan; and
  3. An open discussion period during which citizens may testify on the two plans or the County's housing and community development needs.
