Committee for Citizen Involvement Minutes

Jerry called the meeting to order at 6:07 p.m. Committee members were asked if additional items needed to be added to the agenda.

Geoffrey Janke requested to add “adopted Citizen Involvement program for the County” to the agenda, which was then included under “Other Business”.

Approval of Meeting Minutes from 11/15/16:
Jerry asked for a motion to approve the minutes. Joe motioned to approve, Rick 2nd, unanimous.

County Updates:
Rhododendron CPO Boundary Change:

The Rhododendron CPO has requested a boundary change. This discussion has gone on since 2006. Amy discussed the ongoing outreach PGA is conducting and why the boundary change has been requested. Outreach will continue until mid-March.

Amy will bring information regarding boundary changes and would like to get feedback from CCI on developing a policy or guidelines on the process when boundary change requests are made. The county does not have a formal process at this time, although staff is following a draft process implemented in years past which was not formally adopted.

Damascus Services Fair – January 28, 2017, 12 to 3 p.m.:
Amy discussed the services fair. Public Involvement program information will be there, including blank ABC applications. Joe will be there to offer information, Jerry will try to attend.
It was suggested to bring blank ABC applications for the CCI recruitment.

CCI recruitment update and next steps:
What process does CCI want to do with their role in choosing the new members? Amy explained how an ABC is approved by the Board of County Commissioners (BCC).
Everyone chose to interview applicants at the next CCI meeting in February from 6 to 7 p.m. Amy asked that CCI have criteria ready before interviewing. Amy asked that everyone send priorities/suggestions to her regarding the questions. Amy will print out a list of priorities and will bring questions to the next meeting.

Amy will ask GIS if they can make a map where the applicants are from. Jerry said we will make our decision the final hour of the February meeting.

Hamlet and Village Ordinance Update/Hamlet Board Member Training:
The BCC made changes to the ordinance and now they want to know how to implement this. They are asking CCI for recommendations on how to implement these changes.

Eleanor Hunter with the Oak Grove CPO asked if we should work on role driven versus personality driven.

Geoffrey would like to consider the information more before making a suggestion. Amy will send CCI the adopted agreements and highlight the parts that were changed.

An additional meeting will be set in February to go over the ordinance. Amy will check with Karen Bjorklund’s schedule so she can attend as well.

Amy discussed how the PGA had quarterly meetings for CPOs and Hamlets. That will begin again sometime this year.

Introduction to Amy Chase-Herman:
Amy introduced Amy Chase-Herman with Resolution Services. Amy Chase-Herman discussed how she can help with CCI with processes, etc.

Other Business:
Geoffrey wanted to go over how CPOs were started. He found there is not a Community Involvement program, except that it started in 1973. Where do we turn if we have questions, if there is not an adopted program? How would the BCC feel about us developing this program?

Rick suggested we check to see what Washington County and Multnomah County do with their CPOs. Amy will research and get back to everyone.

Commissioner Paul Savas said he researched about 10 years ago and found that the other counties administer the state law, not cities.

Laurie asked how does a CPO get started? Amy will talk about the formal process at another meeting.
