Benefits

In addition to competitive wages, Clackamas County offers an attractive benefits package for employees in regular status positions. Temporary employees are not eligible for benefits. Regular status employees working in a position budgeted at 20 hours or more per week receive medical benefits as described below. Dental, Life and Disability benefits are provided to regular status employees in a budgeted position of 30 hours or more per week. In addition there is generous vacation, sick and holiday pay and retirement contributions.

Benefits plans and eligibility may differ among county employees represented by different collective bargaining agreements. This information is intended to provide general information and may not communicate specific differences among union contracts. Benefit information is subject to change.

Medical/Prescription Drug and Vision Benefits
Employees are offered a choice from among three medical insurance plans. All plans cover employee's spouse/domestic partner, and dependent children at no additional premium cost. Medical insurance plans also provide prescription drug benefits and preventive care coverage. Depending on the plan selected, Medical insurance may also provide benefits for vision coverage, and treatment provided by chiropractor or naturopath physicians.

Providers of Medical coverage include: Providence Health Open Option and Personal Option Plans and Kaiser Permanente. Employees are eligible for medical benefits after two full months of continuous employment in a regular status position.

Dental Plans
Most employees are offered a choice from among three dental insurance plans. Dental plans have strong preventive care design with orthodontia coverage for children and one includes orthodontia for adults.

Providers of Dental Coverage are: ODS Dental Plan and Kaiser Permanente Dental. Employees working 30 or more hours per week are eligible for dental benefits after two full months of continuous employment in a regular status position.

Flexible Spending Accounts
The County administers IRS Section 125 approved plans that allow employees to establish pre-tax payroll deductions to pay for unreimbursed health care and dependent care expenses with pre-tax dollars.

Life and Disability Insurance
Regular status employees working at least 30 hours per week are covered by a County-paid life insurance policy with a face value of at least $50,000. Sheriff's employees and non-represented employees may be covered by a different policy amount. The County also offers Optional employee-paid Group Universal Life and Accidental Death & Dismemberment (AD&D) insurance.

The County provides disability insurance, which pays 60% of salary with a maximum monthly benefit of $1,999.80 (maximum insured salary level of $3,333 per month). Employees are also eligible to purchase additional buy-up amounts to supplement the County-paid benefit.

Employees are eligible for Life and Disability benefits after two full months of continuous employment in a regular status position.

Employee Assistance Program
Clackamas County is committed to providing a work place that offers support for its employees and their families in confronting personal and job-related problems. The County's Employee Assistance Program (EAP) provides no-cost access to licensed or credentialed counselors in a broad range of specialty areas for employees and dependents. The County EAP also provides training and educational programs to employees in the workplace, referrals to community resources and assistance with other work/life services.

Public Employees Retirement System (PERS)/Oregon Public Service Retirement Plan (OPSRP). After six (6) months of employment in a PERS or OPSRP covered position, the County will make contributions to the retirement fund and to the individual account program (6% Employer pickup) as allowed by law. PERS applies to employees hired before August 29, 2003.

Deferred Compensation
Employees may participate in the County's Section 457 Deferred Compensation plans. This optional retirement savings program uses employee-paid contributions in a tax-deferred retirement savings program. The County's current Deferred Compensation providers include: ING Investment Services, Nationwide Retirement Solutions, Inc., Oregon Savings Growth Plan, Hartford Life Insurance Company and Clackamas Federal Credit Union.

Vacation and Sick Leave
Vacation accrual is established through collective bargaining agreements and different vacation rates may exist in the County workforce. In general, most new employees receive a lump sum of 72 hours of vacation after six full months of employment and then accrue vacation at the rate of 12 hours per month (3.6 weeks/year). Vacation accrual for new employees stays constant regardless of years of service. Employees may also voluntarily elect to sell-back a week of vacation a year. [Note: Employees in the Sheriff's Peace Officers Association and non-represented employees of the County have a different vacation accrual schedule.]
Employees receive eight (8) hours of sick leave per month, with no maximum accumulation.
Employees in part-time, regular status, positions receive prorated vacation and sick leave accrual.

Holidays
The County recognizes nine standard days each year as paid Holidays. In addition employees receive a personal leave day or "floating holiday" each year.

Other Leaves
The County provides leaves of absence under established County Code and/or Oregon law for jury, victim and witness leave, military leave, family medical leave and bereavement leave.
