ADMINISTRATIVE ANALYST 2

CLASS CHARACTERISTICS

Under direction, to provide professional analysis and management of administrative, fiscal and/or program operations for a County or division or program; and to do other work as required.

DISTINGUISHING CHARACTERISTICS

The Administrative Analyst series is used by County departments for positions which plan, evaluate and direct administrative and operational systems, policies, practices and procedures.

The Administrative Analyst 2 provides journey level management support to a County manager or committee and may coordinate the work of staff or contractors on individual projects. Incumbents are responsible for applying management principles to department operations, generally within an area of specialty such as budgeting, grant writing or contract administration.

The Administrative Analyst 2 differs from the Administrative Analyst, Senior which has ongoing lead responsibility for support staff. It also differs from the Administrative Analyst 1 which provides entry level management support for a small work unit in a department or division.

TYPICAL TASKS

Duties may include but are not limited to the following:

  1. Conducts studies and surveys of organizations, administrative systems and operating procedures and practices; participates in developing policies and procedures for improving management processes; prepares recommendations for proposed changes including estimated fiscal and organizational impacts.
  2. Prepares and administers division or department budgets; analyzes and makes recommendations on budget requests; monitors and controls expenditures for compliance with budget; forecasts revenues, including user fees, tax collections, development charges and general funds; reviews, researches and recommends agency billing rates.
  3. Participates in the development and maintenance of internal accounting systems and accounting control records; prepares and analyzes reports on accounting, financial and statistical issues, including financial operations, trends, costs, revenues and financial obligations; advises management on effective use of resources.
  4. Develops bid specifications for Requests for Proposals or Qualifications; solicits, reviews and recommends selection of bids; prepares, negotiates and administers contracts and interagency cooperation agreements; monitors contract expenditures and compliance with terms of agreement; serves as liaison with service providers.
  5. Coordinates, prepares and submits grant applications; ensures compliance with grant reporting requirements; serves as liaison with granting agency.
  6. Researches, analyzes and reports on pending legislation and proposed administrative rules to determine impact on department/division; assists in the development of legislative proposals.
  7. Provides staff support to advisory and operating committees; coordinates meeting schedules, agendas and materials; records minutes; develops and writes staff, budget and planning reports, correspondence and research papers; presents studies and reports at work sessions and public meetings.
  8. Provides positive media and public relations for advisory and operating committees; develops, produces and distributes promotional and informational materials such as event calendars, brochures, articles and press releases; plans and organizes special events; assists in recruiting new committee members.
  9. Coordinates and facilitates the work of a project team on administrative assignments; ensures completion of work within established time and budget guidelines.

For positions designated as non-represented, duties may also include:

  1. Supervises the work of support staff; interviews and selects new employees; prepares and conducts performance evaluations and disciplinary actions; responds to employee discipline problems and grievances; conducts and/or facilitates staff training and development programs; approves absences and overtime.
  2. Participates in collective bargaining process with management negotiating team; attends bargaining sessions and maintains written record; recommends issues to be addressed through negotiations; reviews and analyzes contract language proposals for impact of costs and implementation.

REQUIRED KNOWLEDGE AND SKILLS

Working knowledge of: Principles and practices of public administration, personnel management and organizational design; principles and techniques of budget, contract and grant preparation and administration; government accounting practices; statistical research techniques; legislative processes and local government operation; principles of public and community relations; public meeting laws; basic math; English grammar and composition; office equipment, including personal computers and software programs.

Skill to: Communicate effectively, both orally and in writing; prepare and administer budgets; negotiate contractual agreements; write grant applications; evaluate budget, grant and contract proposals; evaluate and develop improvements in operations, policies, procedures and methods; plan and conduct research projects; analyze issues and problems from multiple perspectives; identify alternative solutions and recommend appropriate action; prepare clear and concise reports; maintain compliance with laws regarding public meetings; coordinate the work of professional staff; establish and maintain effective working relationships with County employees, citizen and business groups, contractors and the public; operate computer software and other office equipment.

OTHER REQUIREMENTS

Positions within the County's Criminal Justice agencies must successfully pass an extensive background investigation which may include national fingerprint records check; Some positions within Non-Criminal Justice agencies must successfully pass a criminal history check which may include national or state fingerprint records check.

All positions within the County's Criminal Justice agencies must pass a pre-employment drug test.

Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Accommodation requests for an acceptable alternative method of transportation will be reviewed on an individual basis in compliance with State and Federal legislation. For position(s) with regular driving, incumbent(s) must also possess and maintain an acceptable driving record throughout the course of employment.
