Under general direction, to plan, organize, manage and evaluate budgets, staff and activities within a complex and critical human resource functional area; to provide complex staff assistance to the Board of County Commissioners, the County Administrator, County departments and advisory boards; to coordinate program activities with other HR programs, departments, divisions and outside agencies; to provide advice and counsel to HR staff and to management staff seeking human resources assistance; and to do other work as required.


The Department of Human Resources provides human resources services to County departments and employees, including employee recruitment and selection, personnel ordinance and policy administration, position classification and compensation, organizational development, employee training and development, benefits administration, risk management, workers compensation, liability and casualty claims management, human resources information systems, labor relations and collective bargaining.

The Human Resources Manager, Senior is responsible for the development, administration and maintenance of a complex and critical functional area within Human Resources, including the development of goals, objectives, policies and administration of related budgets or funds. Incumbents assist the Human Resources Director in developing strategic County-wide human resources plans and setting strategic direction for their functional area which typically include more than one HR program. Incumbents provide supervision to staff performing a variety of professional human resources activities.

The Human Resources Manager, Senior differs from the Human Resources Manager, which is not responsible for managing and directing more than one HR program with multiple budgets or funds within their functional area.


Duties may include but are not limited to the following:

  1. Plans, assigns and directs the activities of a functional human resources functional area; develops and implements policies, priorities and the utilization of resources in order to accomplish goals and objectives mandated by law, county policy, and the priorities determined by County Administration.
  2. Directs the development and management of annual and supplemental budgets; prepares and manages budgets and accounting records for operating budgets and self-insured funds; presents budget proposals to department director; monitors revenues and expenditures.
  3. Develops and implements policies, procedures and guidelines within department and legal standards; reviews, interprets and clarifies relevant statutes, regulations, collective bargaining agreements and department policies; monitors department practices for consistency and conformance to established policies and rules.
  4. Provides direction to staff on complex technical or procedural issues; plans and participations in complex activities within functional area; provides leadership in facilitation, consensus building and collaboration on a broad range of issues with a variety of stakeholders, including employees, peers, executive management and elected officials.
  5. Directs the administration of functional area by evaluating the quality of services provided through review of reports and conferences with reporting staff and customers; explores solutions to problems and selects the best alternatives; recommends the redistribution of available resources to meet changing needs; coordinates activities with other HR areas, departments and outside agencies to ensure compliance with established policies, objectives, priorities and applicable laws, rules and regulations.
  6. Establishes protocols, and administers and revises the County’s personnel policies and procedures, including the Personnel Ordinance and Employment Policies and Procedures (EPP’s); analyzes legislation and regulations to determine effect on personnel programs and services; oversees, plans and develops new programs; drafts and recommends policies and procedures for approval by the Board of County Commissioners.
  7. Represents the department or the County by participating in internal or external committees and task forces; provides expert human resources consultation to County executives, managers, and elected officials; provides or oversees staff support to citizen boards.
  8. Serves on department’s management team as a principal advisor within functional area of human resources; participates in strategic planning, review and budgeting activities for the department.
  9. Hires and supervises professional and administrative support staff to provide quality service to citizens and County staff; prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other County departments.
  10. Negotiates and administers contracts for third party administrators, insurance providers, legal services and others as required for section administration and delivery of services.
  11. Provides complex staff support in labor contract negotiations and arbitration; interprets labor contracts to represented employees and department managers; drafts and recommends contract language; researches, analyzes and reports on costs of contract proposals.


Thorough knowledge of: Principles and practices of human resources and personnel administration; principles, practices and procedures related to human resources functional area; principles and practices of public administration; participative management theories; operations, services, and activities of human resource information systems; methods of data generation, data collection, and database management; methods and techniques of statistical research and analysis; applicable Federal, State and local personnel and EEO laws and case law, rules, regulations, codes and ordinances related to functional area; principles of public administration, including budgeting and personnel management; participative management theories; principles and techniques of financial reporting and record keeping; County government organization and operations; principles and techniques of supervision.
