Health, Housing and Human Services
The mission of the Health, Housing and Human Services (H3S) Department is to promote and assist individuals, families and communities to be safe, healthy and thrive. Our goals are:
- To provide sustainable and affordable housing
- To assist individuals and families in need to be healthy and safe
- To increase self-sufficiency
- To increase community safety and health
- To continually improve the efficiency and effectiveness of services
Citizens come to us with a broad spectrum of needs including employment and training, physical and mental health issues, aging issues, low income and special needs housing, emergency assistance for low-income individuals and child and family issues. We provide excellent services to our clients in an efficient, compassionate manner through our seven divisions.
The Open Minds Open Doors Campaign

Nearly 1 out of 4 people suffers from mental illness in the United States and nearly 1 in 12 suffers from drug and alcohol dependency. They are our friends, our neighbors, and our families. Mental health and addiction challenges are something that affects us all.
If we are to fight the stigma around mental health and addictions issues and create an environment where people can get the help they need, we have to change perceptions. We can change perceptions by reaching out to our families and communities to build understanding. We can change perceptions by breaking the silence and shame. In order to change these perceptions, Clackamas County H3S has launched the Open Minds Open Doors campaign.
Open Minds Open Doors is a community campaign driven by residents of Clackamas County. It is designed to reduce the stigma around mental illness and addictions issues so that people are more willing to seek and find help at the onset of their problems. Together, we can make a difference by creating a community conversation, opening the door to shed light on the issue, and helping to end the stigma and discrimination around mental illness and addictions.
Open Minds Open Doors is working to change attitudes, and challenge the myths and fears around mental illness and addictions.
