Charges that may be Assessed on Manufactured Homes in a Park

Transportation System Development Charges (TSDC)

The Clackamas County Board of Commissioners adopted an ordinance to administer Transportation System Development Charges (TSDC). TSDC’s are one-time fees assessed to new or expanded developments in unincorporated Clackamas County and the Happy Valley / Clackamas County Joint Area. The fee, based on the number of vehicle trips a land use generates, is set to cover the cost of transportation facilities needed to serve the new or expanded development and the people who will occupy or use the development.

A TSDC will be assessed on any new manufactured home site created inside a park.

The TSDC is based on which area your property is in. If your property is located within the Happy Valley / Clackamas County Joint Area, you are assessed a different SDC than the people living in unincorporated areas of Clackamas County. School Excise Taxes

A school excise tax may only be assessed on projects that result in a new structure or additional square footage to an existing structure. The Clackamas County Building Department administers this tax for some cities and the unincorporated areas in the participating school districts within the County jurisdiction. Refer to the School Excise Tax handout to see whether your school district has adopted this fee.

Replacement dwellings may receive credit for existing square footage on record with the county tax assessor.

Park System Development Charges (PSDC)

The Clackamas County Board of Commissioners adopted an ordinance to administer Park System Development Charges (PSDC). The PSDC is a one-time fee charged to new development to help pay a portion of the costs associated with building facilities to meet the needs created by growth. The North Clackamas Park and Recreation District (NCPRD) provides a variety of park and recreational facilities and a wide-range of services, including: aquatics, community athletics, special events and special recreation programs.

A PSDC will only be assessed on a new manufactured home site created inside a park, not on replacement dwellings on an existing site

During the last update to the PSDC rates, the manufactured housing in a park category had a higher rate than a standard Single Family Residential home. (The rates are based on population assumptions for each type of housing.) The NCPRD chose to eliminate the manufactured housing in a park category and charge all single family homes the same price.
