Library District Advisory Committee Meeting Minutes

Called to Order: Bill Baars, Chair, called the meeting to order at 5:40 p.m.

Approval of Minutes: The minutes of the November 10, 2011 meeting were amended to state that Kraig Bartel was in attendance and approved unanimously.

Damascus IGA amendment proposal
The committee discussed the impact of redistribution of monies if a new library city became part of the distribution formula and the impact of taking assessed value out of the unincorporated service population formula. The committee reviewed the current language in the IGA.

Mark Docken moved that after review and discussion, the Library District Advisory Committee does not recommend that the Damascus draft amendment be added to the Library District Intergovernmental Agreement (IGA). The Committee believes the current Library District IGA language is sufficient to consider any new petitioners. Also the District Advisory Committee upholds and will continue to preserve the intent of the IGA; to provide quality library service to all Clackamas County residents.
Seconded by George Hoyt
Discussion: Pat suggested that the committee send a letter to the District Board regarding the goal of the District, which is to provide quality library Service to County residents, not to proliferate libraries. Bill added that by taking this stand we are upholding and preserving the IGA.
Approved unanimously.

George Hoyt announced that Friends of Sandy Library would be happy to provide other friends groups’ books for book sales. Anyone who is interested is encouraged to contact George. Also, the Sandy Library Grand Opening will be March 10th.

Kraig announce that “books for Veterans” bins are showing up at Estacada stores.

Mark asked if other libraries are circulating fewer materials and asked if perhaps it is from E-Books. The group discussed E-Books and the subscription to Overdrive to address the demand for downloadable material.

Pat Announced that Wilsonville Library turns 30 and there are celebration events planned.

Next Regular Meeting: May 10, 2012 at 5:30 at Sunnyside Library.

Adjournment: Meeting was adjourned at 6:25 p.m.
