Minutes
October 3, 2013

Attending: Susan Nielsen, Doris Grolbert, CO; Kari Martinez, GL; Melissa Perkins, MI; Bill Baars, LO; Sandy Nelson, MO; Maureen Cole, OC; George Hoyt, SA; Holly Mercer, WL; Pat Duke, WV.

Called to Order: Maureen Cole, Chair, called the meeting to order at 5:40 p.m.

Introductions: Introductions were made since there were new members on the committee.

Business:

Ms. Hansen wished to come to LDAC to express her concerns about the Lucky Day collections but was unable to attend the meeting. The committee discussed Ms. Hansen’s concerns about sharing materials. Pat Duke explained that when an item has a large hold queue, we have an obligation to the countywide consortium to purchase an adequate number of copies to fill our share of the holds – which we all do. But, we also have an obligation to our local citizens to provide direct service. In the case of Wilsonville, Lake Oswego and others, a part of this local focus takes the form of the Lucky Day collection. Ms. Hansen could (like anyone else in the County) drive to the library with the item on the Lucky Day Shelf and check it out. The committee did not take any action. Pat on behalf of LDAC, wrote Ms. Hansen a response.

Maureen asked the group to discuss the roles and responsibility of the committee per the IGA. The group agreed that the committee is the watchdog of District funds distributed to providers and has a responsibility to point out and take action against those who misuse funds. The group expressed opinions on when LDAC should become involved and decided that a watchful eye on the standards was important. Doris was asked to prepare a joint spreadsheet to look for progress or areas of concern. Pat volunteered to add a statement to the “Purpose Statement” about those libraries not yet meeting the standards. The group will email comments and when satisfied, the report will be forwarded to the District Board.

The Letter to the City of Gladstone from the Board of County Commissioners extending the time the County will hold the capital funds for them to build a joint Gladstone/Oak Lodge facility was shared with the committee.

Next Meeting: April 3, 2014 at 5:30 in West Linn Library.

Adjournment: Meeting was adjourned at 6:38 p.m.
