Library District Advisory Committee Meeting Minutes

Called to Order: Pat Duke, called the meeting to order at 6:05 p.m.

Election of New Chair: Sandy nominated George. Susan seconded the nomination. George Hoyt was made chair by a unanimous vote.

Introductions: Introductions were made since there were new members on the committee.

Approval of Minutes: The minutes of the October 3, 2013 meeting were approved unanimously.

Doris gave a brief history of the formation of the Library District. She explained that prior to the Clackamas County District formation there was already a Library District in existence in the Estacada area. In order for Estacada to build their library, they had formed a Library District using the boundaries of their school district. The sole purpose of this District was to bond for the new building. Clackamas County wanted to form a countywide Library District. It is not legal to have overlapping districts providing the same services. The countywide district could either exclude the Estacada area from the district or create a district that only funds operations. Once the Library District of Clackamas County was formed, the County used Estacada’s one time capital contribution from the County to defease the Estacada Library bond. The bonds cannot be called until June 2015, so the Estacada Library District still exists until all financial obligations are satisfied. Once the bonds are paid the Estacada Library District can be dissolved, leaving only one Library District. The Board of County Commissioners have asked the Library District Advisory Committee for a recommendation regarding satisfying the bonds as soon as they can be called and to develop language that would allow District funds to be used for capital purposes.

Additionally, the Committee discussed costs allocated from cities to the libraries: Administrative costs are allowed per the IGA but how can the Committee tell if they charges are appropriate or not? It was suggested that 19% of District Funds going to city administrative costs may be a bit high. A sub-committee was formed to:

The Committee discussed perhaps defining rules to operate the IGA and perhaps placing those in the by-laws.
