The settlement specifies a two building, one library solution. One library will in downtown Gladstone, at an as-yet undecided location, within the Oak Lodge service area. Both libraries will be managed by Clackamas County which will create a much more cost-effective and efficient operation.
This system is modeled after a similar, successful operation: the city of Sandy’s two-branch library system, which operates branches in both Sandy and the unincorporated Welches area.
Combined, these facilities will provide an estimated 25,500 sq. ft. of new library space serving Gladstone and the Oak Lodge service area. The approximate breakdown is approximately 19,500 sq. ft. for an Oak Lodge facility and approximately 6,000 sq. ft. for Gladstone. Prior to any construction, an in-depth financial analysis will need to be completed as part of the process.
The proposed solution does not impose additional costs to taxpayers for building construction.
Currently, $3.5 million exists in reserves for the construction projects. The estimated cost for the two buildings, as it stands today based on the current estimated square footage, is $7.7 million.
This leaves approximately $4.2 million for the project which will be raised by issuing a bond.

If a proposed county ballot measure fails, but the city measure passes, the county will pay Gladstone a lump sum of $360,000 for library purposes.
If a proposed city ballot measure fails, the city does not receive any lump sum payment from the county.
Both the city and county have committed to a robust and transparent public engagement process to allow input on many details, including but not limited to:
Such public involvement will specifically include key groups, such as:
The parties have agreed to share such public input with each other in coordinating the delivery of the best possible library services to the residents of Oak Lodge and Gladstone.
The plan calls for the Gladstone library to have ~23.5% of the estimated square footage of the construction project. If you multiply this percentage by the $3.5 million in reserves, you get approximately $823,000 which will be used to construct the new library.
Under the agreement, Gladstone will pay the county $200,000 each year for library operations and/or debt. Gladstone will also lease the library land to the county at virtually no cost.
As far as ongoing debt incurred because of the bond, Clackamas County will make payments of $310,000 per year.
If you multiply the 23.5% (Gladstone square footage) by this $310,000 number, you get ~$73,000 per year for debt/bond payments for the Gladstone library.
Once the settlement is enacted, in 20 years’ time (the life of the bond):
Nothing in the settlement precludes residents from Oak Lodge or Gladstone from seeking additional funding through formation of a local improvement district or general obligation bonds, should that become the general public consensus.
Both libraries will be jointly managed by Clackamas County under an efficient and cost-effective management structure that will provide high-quality and consistent library services to all patrons. The structure is modeled after a similar, successful operation: Sandy’s two-branch library system, in which the City of Sandy operates branches in Sandy and the unincorporated Welches area.
