
McLoughlin Area Community
One of the busiest transportation corridors in unincorporated Clackamas County is the six-mile stretch of McLoughlin Boulevard from the Gladstone City boundary on the south to the Milwaukie City boundary on the north. The busy traffic is matched by the many activities and projects of the people and community organizations on either side of the Boulevard. The graphic below shows some of the many agencies, community organizations and projects involved with this active, diverse community. Projects and Advisory Groups
McLoughlin Area Plan (MAP)
The first major phase of the McLoughlin Area Plan focused on articulating the community's vision for the area and identifying the community's values. Phase Two is about focusing on the kinds of projects that will best align with community priorities and make the vision a reality. The MAP Committee meets approximately once a month.
Nature in Neighborhoods: Re-Greening Park Avenue Park & Ride
This $350,000 grant from Metro to TriMet and Urban Green will create the region's first sustainable, habitat-friendly light rail station and park & ride. Partners in the project include North Clackamas Parks and Recreation District, Oak Lodge Sanitary District and the North Clackamas Urban Watershed Council.
Park Avenue Station Area Plan
The Park Avenue Light Rail Station Plan, a land use and transportation plan, will give area neighbors, businesses and stakeholders an opportunity to create a vision for the area within ½ mile of the new light rail station at the corner of Park Ave. and McLoughlin Blvd. to respond to the changes and opportunities that will come with light rail. This is being coordinated by Clackamas County with funding from the Oregon Transportation and Growth Management (TGM) program.
Portland-Milwaukie Light Rail Project
The Portland-Milwaukie Light Rail Project will create a light rail alignment that travels 7.3 miles, connecting Portland State University in downtown Portland, inner Southeast Portland, Milwaukie and north Clackamas County. The project itself will create up to 14,000 jobs and generate up to $573 million in personal earnings. MAX service on the alignment is scheduled to begin in 2015. The PMLR Citizens Advisory Council meets once a month from 6-7:30 p.m., 3rd Thursdays, at St. Philip Neri Church, 2408 SE 16th Ave., Portland.
Agencies
Clackamas County
Clackamas County is the governing agency of this area, responsible for planning, code compliance, roads, social services and community health. The County Board of Commissions has its regular business meeting at 10 a.m., Thursdays, in the Public Services Building, 2051 Kaen Rd., Oregon City, OR 97045.
TriMet
TriMet provides bus, light rail and commuter rail service in the Portland metro area. In addition to many bus lines that travel to and through Clackamas County, including on McLoughlin Boulevard, there is one light rail line, the Green Line, that connects Clackamas Town Center to the rest of the Portland metropolitan area and a second light rail line, Portland-Milwaukie, planned to begin service in 2015 from downtown Portland to unincorporated Clackamas County on McLoughlin Boulevard just south of the city of Milwaukie. The TriMet Board of Directors meets from 9-11:30 a.m., the 4th Wednesday of every month except August and December.
Metro
As the elected regional government for the Portland metropolitan area, Metro works with communities, businesses and residents to create a vibrant and sustainable region for all. Metro has jurisdiction over all communities and unincorporated land inside the Portland Metropolitan Area Urban Growth Boundary (UGB), and that includes the McLoughlin Boulevard Area. Metro Council business meetings are held at 2 p.m., Thursdays, at Metro Regional Center, 600 NE Grand Ave., Portland.
Oregon Department of Transportation (ODOT) –
McLoughlin Boulevard, also known as Highway 99E, is owned by the Oregon Department of Transportation. ODOT was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon's system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
Special Districts
North Clackamas Parks and Recreation District
NCPRD is the park service provider for the north end of the county (including the McLoughlin Boulevard Area) as well as the Cities of Happy Valley and Milwaukie and a small portion of the City of Damascus. The District Advisory Board meets on 2nd Thursdays in the evening.
Oak Lodge Water District
This district provides water service to the unincorporated area of Clackamas County bounded by the City of Milwaukie on the north, the City of Gladstone on the south, the Willamette River on the west and well west of Highway 224 on the east. This area is bisected by McLoughlin Boulevard. The Board of Commissioners meets at 7 p.m., 3rd Tuesdays, at the District Office, 14496 SE River Rd., Oak Grove, OR 97267.
Oak Lodge Sanitary District
This sanitary district provides wastewater collection and treatment services to the unincorporated area of Clackamas County between Milwaukie and Gladstone, as well as portions of Milwaukie and Gladstone. The Board of Directors meets at 6:30 p.m., 2nd Tuesdays, at the Administration Building, 14611 SE River Rd., Oak Grove, OR 97267.
School Districts
The McLoughlin Boulevard Area is served by two public school districts. The North Clackamas School District serves the majority of the area. Its School Board meets at 7 p.m., 1st and 3rd Thursdays, in the District Board Room, 4444 SE Lake Rd., Milwaukie. The Oregon City School District serves the southern area. Its School Board meets at 7 p.m., 2nd Mondays, in the District Board Room, 1306 12th St., Oregon City.
Clackamas County Fire District #1
CCFD#1's service area includes the cities of Milwaukie, Oregon City, Happy Valley, and Johnson City, and the unincorporated areas of Oak Lodge, Clackamas, Sunnyside, Redland, Carver, Beavercreek, Highland and Clarkes. The Board of Directors meets at 7 p.m., 3rd Mondays, at Mt. Scott Fire Station, 9339 SE Causey Rd., Portland.
Clackamas County Library District
The Library District currently has a library in Oak Lodge, which will soon be replaced by a new, larger library in the city of Gladstone. The Board of Trustees meets at 5:30 p.m., 2nd Tuesdays, at the Oak Lodge Library, 16201 SE McLoughlin Blvd., Oak Grove, OR 97267.
Enhanced Law Enforcement District
The Enhanced Law Enforcement District represents the various geographic and demographic interests of the district, and provides the sheriff with advice on operational policies, service priorities and service levels. The District Citizen Advisory Committee meets quarterly at the Public Safety Training Center, 12700 SE 82nd Ave., Clackamas, OR 97015.
Community Organizations
Oak Lodge Community Council
OLCC is the county-recognized Community Planning Organization (CPO) in the northern part of the McLoughlin Boulevard Area, set up to involve citizens in land use planning and related issues. The Community Council meets from 7-9 p.m., 4th Wednesdays, at Rose Villa, 13505 SE River Rd., Portland, OR 97222.
North Clackamas Urban Watersheds Council
The mission of the NCUWC is to advocate for the protection and enhancement of the fish and wildlife habitat and improve water quality through partnership with public and private entities, habitat restoration projects, community education and outreach, and strategic planning. The Council seeks to preserve and enhance four watershed systems, which are bounded to the south by the Clackamas River Basin and to the north by the Johnson Creek Watershed. The Council meets from 6-8 p.m., 3rd Wednesdays, at the Oak Lodge Sanitary District Administration Building, 14611 SE River Rd., Portland, OR 97267.
Jennings Lodge Community Planning Organization
The Jennings Lodge CPO is the county-recognized CPO in the southern portion of the McLoughlin Boulevard Area, set up to involve citizens in land use planning and related issues.
