Committees | Service Providers
Juveniles whose behavior can cause a danger to themselves or to the public are referred to the Clackamas County Juvenile Department. The juvenile arrest rate for adolescents involved in possession of alcohol or drugs, property crimes, violent crimes, curfew violations, vandalism and disorderly conduct peaked in the early 90s and has been declining since. The arrest rate of Clackamas County youth is significantly below the state average. There have been a number of developments statewide which have impacted the juvenile crime rate. The juvenile justice system has been reorganized to respond to challenges of lower-level crime as well as the increase in gang activity. Oregon voters passed Ballot Measure 11, which required mandatory sentences for youth ages 15-18 involved with certain violent crimes. Senate Bill 555 became law in 1999 providing new funding in Juvenile Crime Prevention for high risk you. Clackamas County has responded to these developments by implementing programs to meet the needs of youth age 12-18 at high risk of committing crime.
The Prevention Committee is a standing subcommittee of the Commission on Children & Families. Their goal is to promote healthy choices, behaviors and environments for youth age 8-18. The committee consists of community members, area service providers and representatives from local government agencies. They encourage mentoring relationships, positive youth activities and healthy decision-making. The Prevention Committee works to strengthen our communities and encourage partnerships between numerous community groups, schools and public or private organizations.
The PreventNET system is a group of providers that offer prevention services to youth age 8-18 and their families.

Clackamas Local Public Safety Coordinating Council (LPSCC) is composed of state designated agency representatives and other stakeholders that meets every other month. Boys & Girls Aid Society of Oregon: Shelter Services
This respite program is now serving 76 youth and families through the combined efforts of the State Juvenile Crime Prevention grant and the federal Clackamas Mental Health Partnership grant. This is a short-term, 1-7 nights stay upon referral from the Clackamas County Juvenile Department. Contact is Andrea Logan (503) 542-2352.
City Diversion Programs: Diversion Panels
At-risk youth with misdemeanor offense charges are referred to local diversion panels in their home community for disposition including community service and risk assessment. 25-90 youth/panel are served depending upon the location. Clackamas County Juvenile Department: Cognitive Skills Classes
Several specific group training classes are conducted by the Juvenile Department including anger manager, impact for violent offenders, safety for juvenile firesetters, and girls groups with a total annual enrollment of 100. Parrott Creek Child & Family Services – Day Treatment
This is a non-residential, substance abuse program for adolescent youth referred by the Clackamas County Juvenile Department. Contact is Neil Davies (503) 266-3050 ndavies@pcreek.org.
Parrott Creek Child & Family Services: Juvenile Sex Offender Treatment Program
Up to 25 youth referred from the Clackamas County Juvenile Department will receive a minimum of 12 individual sessions and participate in 46 gender specific and developmentally appropriate group sessions.
