Proposal:  Applicant is appealing denial of a Planning Director Interpretation of ZDO 406.04(D) and the term dwelling as defined by Section 200 of the ZDO. Specifically, applicant requested an interpretation that the subject property contains (2) two lawfully established detached single-family dwellings, in the alternative that the applicant has a previously established vested right to establish (1) one additional detached single-family dwelling on the subject parcel, and in the alternative that Subsection 406.04(D) allows alteration of (1) one lawfully established single-family dwelling to a dwelling with more than (1) one dwelling unit.
