Clackamas County appoints Richard Swift as Department Director of Health Housing and Human Services

Clackamas County Administrator Don Krupp announced today that Richard Swift has been appointed as the director of Clackamas County Health, Housing and Human Services Department. The appointment is effective as of Sept. 1.

Swift served as the interim director of the department since the departure of Cindy Becker in February 2015.

Swift will lead a department of more than 500 employees. These employees provide a variety of services – ranging from housing, public health, veterans services and other programs – to Clackamas County residents.

Swift came to Clackamas County in 2011 and served as the deputy director for the department until he assumed the interim director's role earlier this year. Prior to his role at Clackamas County, Swift held numerous senior leadership positions with Multnomah County in the departments of health, county management and business and community services for 17 years. Swift's career began in private nonprofits working with the homeless in Portland and inner-city Washington, D.C.

"Richard is a strong, effective leader who has managed this department through the transition and I have every confidence he'll continue to do a great job," Krupp said.

Swift holds a bachelor's degree in American Studies and Business Administration from the University of Notre Dame and a master's degree in Public Administration from Indiana University's School of Public and Environmental Affairs. He said he is excited for the opportunity to lead the department.

"I want to thank our County Administrator Don Krupp for this opportunity," Swift said. "It's a pleasure to lead this department at Clackamas County. We have incredible employees who provide so many essential services to the people of Clackamas County and I look forward to continuing and expanding those services."
