Gladstone voters must mail recall ballots in the envelope accompanying that ballot

The Gladstone Recall Election on May 23 overlaps with the May 16 Special District Election, and voters must insert their ballot into the envelope that accompanies each ballot to ensure their vote is counted. If ballots are inserted into the wrong envelope or two ballots are placed into one envelope, their vote is void.
