  1. Chair Craig Warden MD, called the meeting to order at 9:05 a.m. Quorum present.
  2. Introductions: Council members identified and introduced themselves. Each guest introduced themselves.
  3. Additions / Deletions / Acceptance of Agenda: Agenda approved.
  4. Approval of Minutes from July 26, 2016: Council members approved minutes.
  5. Call to the Public: No response.
  6. Staff Report: Addressed in old business.
  7. Reports:
    • Protocol Development Committee – Ritu Sahni, MD
      • Clackamas County will host the Protocol Development Committee in 2017.
      • Protocols will be implemented Jan. 9, 2017.
      • Memo will be sent to Clackamas and Washington County Hospitals to inform them of significant changes to the stroke and pain management protocols.
      • Video clips that cover protocol changes will be available.
      • Handout of 2017 Summary of Protocol Updates provided
    • Disaster Management Phelps
      • Revised Emergency Operations Plan to be completed by end of December and submitted to Board of County Commissioners in January or February 2017.
      • Dam support Annex for Clackamas River and Scoggins Dam will be included.
      • Workshop on November 8, 2017 to discuss large scale aviation emergency response.
        • Ability to coordinate with multiple agencies to test response abilities in case of a large body aircraft crash.
    • Operations Subcommittee – Bill Conway
      • Meeting scheduled Dec. 12, 2016 for 1st Watch evaluation.
      • Additions to subcommittee:
        • Dale Clark, Estacada Fire
        • Laurie Smallwood, Sandy Fire
    • PSAP – Leslie Taylor
      • Working to provide vendors with determinant codes, Lake Oswego and CCOM must match in CAD. Implementation projected for November 2017.
    • System Enhancement Subcommittee Ben Sorenson
      • No meeting held
      • McGrath Video Laryngoscope
        • Finalizing numbers – stickers under $50/box via McKesson
        • Hands on MAT training
        • Richard Swift needs additional information for approval:

      • 2017 Timberline Conference Scholarships approved.
    • EMS Training Group Steve DeHart
      • 150 Clackamas County responders went through program on McGrath device.
        • Responders liked the lights and the immediate feedback using BBM’s.
    • EMS Healthcare Coalition Bill Conway
      • Coalition looking for a secure site for data set.
      • Currently 20+ programs around the state.
      • Group went to New Orleans for conference and brought back good information.
        • Found that few groups in the country have as much collaboration as Oregon does. Agencies working together is unique.
  8. Old Business:
    • Council membership:
      • County will recruit to fill the vacancy for the consumer position created when Craig Loughridge retired. Tighe Vroman represents a government ambulance provider, and Sean Stone, MD represents a hospital emergency department. Although both have expressed interest in serving on the Council, they have not been able to attend the quarterly meetings.
    • Council bylaws
      • Council approved of proposed changes. Bill Conway will submit current bylaws with proposed changes for review by staff and County Counsel prior to presentation to the Council for approval.
    • Law enforcement naloxone program update:
      • Countywide training prepared by Mike Verkest of CFD1.
      • Fire agencies to partner with law enforcement agencies within their jurisdiction for training.
  9. New Business:
    • System Enhancement Funding.
    • Process to get funding in future.
      • County has new Finance Manager. There will be revised guidelines and requirements for purchasing. This may also need to be on a contract.
      • Bill will amend request and send to Rich.
  10. Open Agenda Items
    • Oregon Lifeguard has closed in Tillamook.
  11. Next Meeting Date, Time, and Location: The next EMS Council Meeting is scheduled Jan. 24, 2017, 9 a.m. to 11 a.m., Development Services Building, 150 Beavercreek Road, Room 401, Oregon City, Oregon
