Attempted robbery, bomb threat at Chang's Mongolian
Grill closes Hwy. 99E

Last night, Clackamas County Sheriff's Office deputies responded to an active disturbance at Chang's Mongolian Grill (18925 SE McLoughlin Blvd.). Callers reported that someone was attempting to rob them -- and also professing to have a bomb. Deputies detained one suspect and evacuated the business. The Metro Explosive Disposal Unit responded to check the suspicious device. SE Hwy 99E was closed from SE Glen Echo north to SE Meldrum until just after midnight.
At 8:47 p.m. on Tuesday, June 2, 2015, employees from Chang's Mongolian Grill called 911. Dispatchers advised deputies that there was an active disturbance, and employees were fighting with a male.
While en route to the location, deputies learned this was a robbery and the suspect had a crowbar. The suspect also had a box with him -- and told the employees it was a bomb.
Employees fought with the suspect and were able to hold him down until deputies arrived on scene.
Deputies arrived, took the male suspect into custody, and evacuated the restaurant. Media were instructed to meet with the PIO in the parking lot on the southeast corner of SE 99E and Glen Echo.
One of the employees had a minor injury from the altercation and was treated at a local hospital.
The suspect -- Karl Ray Bates, 55, of Portland -- was also taken to the hospital for minor injuries.
Karl Bates is on Parole for Robbery, and will be charged with several crimes, including Robbery I, which is a Measure 11 offense.
The Metro Explosive Disposal Unit investigated the device left by the suspect. They rendered the device safe and are still investigating if it was an explosive device.
SE Hwy 99E was reopened just after midnight.
