Water rescue called off

2016-10-30  Water Recovery Op, Milwaukie boat rampAt approximately 8:15 a.m. on Monday, Oct. 30, 2016, Clackamas County Sheriff's Office Marine and Dive Rescue units and Clackamas Fire  District #1 marine-rescue units responded to the Milwaukie boat ramp on the Willamette River on a report of a capsized rowboat with one male in the water.

Upon arrival, it was determined that one person was missing and was last seen in the water.

An extensive search was completed; after approximately 45 minutes, the search was changed from a rescue to a recovery.

Due to extremely hazardous conditions, the search was called off at approximately 11:30 a.m. on Oct. 30 for the safety of divers.

The missing person has been identified as Jorge Luis Echavarria-Ortega, a 43-year-old male from Portland.

Nothing further at this time.
