Formation of an Area Commission on Transportation in Rural Clackamas County, Hood River County and Rural Multnomah County
ABOUT US
What is an Area Commission on Transportation?
An Area Commission on Transportation (ACT) is an advisory body chartered by the Oregon Transportation Commission (OTC) that address all aspects of transportation (surface, marine, air and transportation safety) with a primary focus on the state transportation system. An ACT considers regional and local transportation issues that affect the state system. The ACT works with other local organizations on transportation-related issues.
ACTs play a key advisory role in the development of the Statewide Transportation Improvement Program (STIP), which schedules funded transportation projects. ACTs establish a public process for area project selection priorities for the STIP. Through that process and following adopted project eligibility criteria, they prioritize transportation problems and solutions and recommend projects in their area to be included in the STIP. ACTs are represented on the STIP Stakeholder Committee that is charged with developing the project eligibility criteria for the STIP.
In 1996, the OTC authorized regionally-based transportation advisory commissions known as ACTs in order to expand opportunities for local citizen involvement in Oregon Department of Transportation (ODOT) decision making. The OTC responded to local jurisdictions and other stakeholders asking for more opportunity to participate in the early stages of transportation project selection.

Why form an ACT for rural Clackamas County, Hood River County and rural Multnomah County?
This is the only portion of Oregon that is not represented by an ACT. Forming an ACT here will give the people and rural communities of this important east metro area a cohesive, coordinated, strong voice in the state-wide and regional transportation decision-making.
