Essential Pedestrian Network

Between March 2006 and June 2007, Clackamas County will be reviewing the Essential Pedestrian Network, looking for innovative ideas for walkway design standards and the financing options available to construct sidewalks. The Essential Pedestrian Network includes those pedestrian and bicycle facilities that shall be constructed in the course of development, as well as added to existing communities as the County’s Capital Improvement Program allows.

This project is partially funded by a grant from the Transportation and Growth Management (TGM) Program, a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development. This TGM grant is financed, in part, by federal Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), local government, and State of Oregon funds.

The goal of the Implementation Tools for the Essential Pedestrian Network project is to identify specific ways to remove barriers to the construction of pedestrian facilities thus contributing to the construction of a balanced, multi-modal transportation system which enhances the opportunities for pedestrians to access schools, parks, libraries, Employment places, community centers, commercial areas, transit and other major destinations.

During the project, the Essential Pedestrian Network will be revisited to identify ways, both on the construction/design side and on the financing side, which will make it more likely that identified pedestrian facilities will be constructed. The project will:

  • develop pedestrian walkway design alternatives,
  • develop design standards for local and collector streets,
  • review appropriateness of designated streets especially in areas where sidewalks are not built,
  • identify the appropriate location for the use of the alternatives and develop financing options that will facilitate the construction of the Essential Pedestrian Network.

Project Advisory Committee

The Pedestrian/Bikeway Advisory Committee (PBAC) serves as the Advisory Committee for this project. The PBAC reviews the work completed by the County and will make recommendations to the Clackamas County Planning Commission regarding the design and financing alternative proposals. The project will be discussed at the PBAC regular meetings which are generally held every other month. It is anticipated that the PBAC shall review information at least 6 times during the project, more frequently as needed.

Technical Review Team

The Technical Review Team (TRT) consists of the County's Project Manager, Senior Planner, Engineer, Storm Water Specialists and Oregon Department of Transportation (ODOT) Grant Manager. The TRT reviews the progress of work being completed by the County and coordinates the work with ODOT and the various departments (Planning, Engineering, Water Environment Services and Graphics). The TRT will make recommendations to the PBAC related to data collection, the design and financing alternative proposals as well as determine when and where sidewalk design alternatives and financing options should be applied.
