CCSD#1 Wastewater Treatment Implementation Plan Updates and Reports
Clackamas County Service District No.1 (CCSD#1) serves unincorporated land between Milwaukie and Happy Valley. CCSD#1 includes the City of Happy Valley and operates the Kellogg Water Pollution Control Plant. The Plant serves CCSD#1 and the City of Milwaukie by intergovernmental contract.
The Kellogg Plant is operating at its design capacity. CCSD#1 is also utilizing capacity at the Tri-City Water Pollution Control Plant which built by the Tri-City Service District, which includes the cities of Oregon City, West Linn, and Gladstone.
The CCSD#1's Citizen Advisory Council (CAC) studied the long term needs for CCSD#1 last year and recommended the following major actions in their Report to the County Commissioners.
- Address near-term needs to eliminate potential restriction to additional development within CCSD#1. The CAC intends for the following three actions steps to be done concurrently:
- Resolve the ammonia limit
- Restore Kellogg treatment capacity
- Continue the temporary diversion to Tri-City
- Site and build a new treatment plant to provide long term treatment capacity for CCSD#1.
- Decommission the Kellogg Plant sometime in the future only when it makes economic sense to do so to enable CCSD#1 to achieve long term regulatory and economic efficiencies.
These recommendations are being implemented as outlined in the Implementation Plan, presented to the Board of Commissioners in November 2006. The plan created three major efforts:
- Site Steering Committee
- Community Discussion Group
- Capacity Management Program Technical Work
- Interim Capacity Information Activities (8-7-07)
