Chapter 248 of the Oregon Revised Statutes – specifically, ORS 248.015 through 248.029 – addresses Precinct Committee Persons (PCPs). Each precinct is allotted a number of male and female PCPs based on the count of registered voters in the precinct as of Jan. 31 of each even numbered year. Individuals can file/serve as a PCP in the precinct they reside in or an adjacent precinct but can file for (or serve in) only one precinct. Individuals must be registered members of the party for 180 days prior to the filing deadline in order to file. Individuals who are under 18 at the time of filing can still file if they will turn 18 on or before the date of the primary election. Individuals must receive at least 3 votes (including write in votes) to be elected. Only the names of filed candidates appear on the ballot but spaces are provided on the ballot for voters to write in as many names as there are PCP positions in the precinct.
Key PCP dates for 2016:
9/10/15: 180 days prior to the filing deadline. Individuals wishing to file PCP candidacy for either Democrat or Republican positions must be a registered member of the party by this date to file a PCP candidacy form.
2/1/16: first day to file candidacy using form SEL 105. There is no filing fee. No voters' pamphlet candidate statement is filed or printed. Filings should be mailed or delivered to the Clackamas County Elections Division at 1710 Red Soils Ct, Ste 100, Oregon City, OR 97045.
3/8/16: last day to file candidacy. Filing forms must be received by the Elections Division by 5 p.m. on March 8. Postmarks do not count. Filing forms left in the outside drop box will not be processed.
3/11/16: last day to withdraw candidacy.
5/17/16: Election Day
6/6/16: deadline for county to determine election results and mail a Certificate of Election to PCP's who filed for office and were elected or an Acceptance of Office form to individuals elected via write in votes.
6/13/16: last day for individuals elected via write in to return the Acceptance of Office form to County Elections.
