Many face life challenges such as job loss, health concerns, inflation, high rents, and a shortage of available housing. These factors can lead to homelessness. Living outdoors harms people’s health, wellbeing and ability to contribute to our community. That’s why Clackamas County is committed to ending prolonged homelessness. The outcome will be a better quality of life for all the people, families and businesses in our county.
Clackamas Transitional Housing Community, partially funded by the Project Turnkey grant funds, is a crucial part of the path forward for those trying to exit homelessness in Clackamas County. The county has a severe shortage of affordable housing and is urgently creating new housing placements and affordable apartments. This transitional community is needed to connect people back to those housing solutions.
Households will be placed in a private room while they are in the process of finding permanent housing. During this time they receive social services to help them get back on their feet. On-site staff will ensure that participants have what they need and that the housing community remains a positive presence in the neighborhood.
The county has found great success operating similar programs.

Who does the program serve?
Residents will be referred through the county’s coordinated housing access program, which requires clients to be current local residents or have close ties to the local area. Priority will go to households with the highest need, including low-income households, those with disabilities, and marginalized groups. Residents may include single adults or families, young adults, seniors, veterans and survivors of domestic violence.
Safety and Security
The county is committed to ensuring that businesses can thrive and that the presence of transitional housing will benefit the neighborhood. This transitional housing will have on-site staff to assist with resident concerns that may arise. There will be regular safety meetings that include county partners, the service provider, and law enforcement. This team has been successful in addressing impacts to local residences and businesses and keeping law enforcement calls low. Camping outside of the building will not be allowed. Other safety measures may include lighting, cameras, and more.
Who operates the program?
This program is operated by Clackamas County and a to-be-named service provider, in collaboration with local law enforcement. This team has extensive experience managing transitional housing communities like this, especially ones operating out of former hotels. They will provide residents with a safe environment, food, health, job search assistance, and other needed resources, along with support to find and move to permanent housing. There will be onsite management staff to support residents whenever needs may arise while also ensuring that the property stays beautifully maintained and remains an asset to the neighborhood.

At the Dec. 8, 2022 weekly business meeting, the Board of County Commissioners approved due diligence to be conducted on the Quality Inn located at 9717 SE Sunnyside Road in Clackamas. |
