Wilsonville man arrested, charged with kidnapping after police standoff

At about 8 p.m. on Wednesday, July 4, 2012, a 43-year-old female called Clackamas County 911 from the Town Center Park Apartments, located on SW Parkway Ct. in Wilsonville, to report a domestic disturbance between her husband and herself in their apartment.

The initial call included information that the male had armed himself with a loaded handgun. Further information developed that the female was not being allowed to leave the apartment.

Wilsonville Police -- assisted by the Clackamas County Sheriffs Office and the Oregon State Police -- secured the area and evacuated nearby apartments and common areas.

The Clackamas County Interagency SWAT Team and the Sheriff's Office Hostage Negotiation Team were activated and responded to the call.

Police kept lines of communication open into the apartment -- and at about 11:30 p.m., the female was able to walk out of the apartment with no reported injuries.

At about 12:30 a.m. -- about four-and-a-half hours after the incident started -- further negotiations had failed to gain the cooperation of the male suspect. The SWAT Team used tear gas to get him to leave the apartment. A Taser was also used to help subdue the suspect.

No injuries were reported during the incident.

The suspect was identified as Andrew J. Firkins, age 40 of Wilsonville.

Firkins was transported to the Clackamas County Jail and booked on probable cause charges of Kidnapping I, Menacing-APA-II, and Unlawful Use of a Weapon. He has a video first appearance scheduled for today (Thursday, July 5) at 3 p.m. in Clackamas County Circuit Court.
