Wilsonville PD arrests PA man for public indecency on Boeckman Creek Trail; additional victims sought

Booking photo: Scott MatveyAt about 6 p.m. on Monday, Aug. 24, 2015, Wilsonville Police deputies responded to a call of a male exposing himself to adult females and a child along the Boeckman Creek Trail in Wilsonville.

Wilsonville deputies located a man matching the description of the suspect given by the victims some distance away along the trail. Deputies identified the suspect as Scott Matvey, age 40, from Pittsburgh, PA.

Matvey had a non-extraditable warrant for similar behavior in Pennsylvania.

Detectives were called in to assist with the investigation.

It was learned that Matvey had been living in a tent in the woods near Boones Ferry Road and Prahl Road, south of the Willamette River.

Mr. Matvey was interviewed -- and admitted to having pleasured himself in the presence of the victims who had made the original report.

Mr. Matvey was transported to the Clackamas County Jail and lodged on a single count of public indecency. His bail has been set at $50,000.


Investigators are concerned about the suspect's behavior -- and the possibility that there might be other victims in the area who might have observed similar behavior from Scott Matvey, but did not report it to the police. Detectives would like to hear from those victims by having them call police dispatch at 503-655-8211. Anyone witnessing this type of behavior should call 911 immediately.

Deputies believe that the quick reporting and accurate description provided by the victims were key in locating this suspect.

Three Clackamas County cities -- Damascus, Happy Valley, and Wilsonville -- contract with the Clackamas County Sheriff's Office to provide municipal police services.
