CCITF busts heroin dealer across from school

Booking photo: Rafael Rivera-RodriguezOn Monday, Nov. 16, the Clackamas County Inter-agency Task Force (CCITF) busted a heroin dealer with a long rap sheet -- across the street from a private school in Milwaukie.

The CCITF, working in conjunction with the Milwaukie Police Department, had initiated an investigation into a heroin distributor operating in the Milwaukie area.

On November 16, CCITF investigators arrested suspect Rafael Rivera-Rodriguez -- age 35, of Portland -- on SE 25th Avenue, across the street from a private school in Milwaukie, as Rivera-Rodriguez was about to make a heroin delivery.

Rivera-Rodriguez initially provided investigators with an alias. However, his true identity was later learned when he was lodged in the Clackamas County Jail and his fingerprints were checked against a national database.

During the bust, investigators seized approximately 3 ounces of heroin, with a street value of $7,500. A photo of the seized drugs is here.

Rafael Rivera-Rodriguez was lodged in the Clackamas County jail on charges of Unlawful Delivery and Possession of Heroin within 1,000 Feet of a School -- as well as an outstanding warrant issued in 2008 out of Multnomah County for Delivery of Heroin. Rivera-Rodriguez has a criminal history that includes convictions for Possession and Delivery of Heroin out of Multnomah County, and several federal convictions throughout the U.S. for Re-Entry of Removed Alien. He was recently released from federal prison for an illegal re-entry conviction.

Heroin has become the number-one drug threat in Clackamas County. Although this case is NOT related to a heroin overdose death, CCITF has investigated three heroin-related overdose deaths within the last four weeks alone.


The Clackamas County Inter-agency Task Force (CCITF) is a coordinated group effort by local, state and federal law-enforcement officials to reduce illegal drugs and related crimes -- including child endangerment -- in Clackamas County. Member agencies include Gladstone Police, Oregon City Police, Canby Police, Milwaukie Police, the Clackamas County Sheriff's Office, Clackamas County Community Corrections, the Clackamas County District Attorney's Office, and the Oregon State Police.

The Task Force targets Clackamas County's illegal drug-trafficking organizations (DTOs) and distributors through interdiction of sales, trafficking and related crimes. The CCITF handles calls large and small -- from street-level sales to wide-scale DTOs. The CCITF also works with local community organizations and government agencies (including Code Enforcement and crime-prevention organizations) to step up the pressure on offenders.
