EARLIER (Jan. 18, 2016): Armed barricaded man surrenders to SWAT following traffic stop, standoff
On Monday January 18, 2016 at 1:18 p.m. a Wilsonville Police officer attempted to stop a car for a speeding violation. The vehicle was traveling 46 mph in a residential 25 mph zone.
The speeding vehicle continued at a slow speed, making several turns, but did not yield to the police vehicle.
For about a quarter of a mile, the officer followed the vehicle with lights and siren. The vehicle then stopped in front of a residence on SW San Remo Ave in Wilsonville.
The driver got out of the vehicle and refused to comply with commands from the officer.
There were two passengers in the vehicle, both females -- one adult and one juvenile. The male yelled at the female juvenile to get in the house, which she did. The adult female left the scene. The male also entered the house.
As more units arrived, they surrounded the house and attempted to contact the male and have him come out.
The male appeared from a second-story window -- and had a handgun in his hand.
At this time, the officers called for more units to assist in securing the location and evacuating nearby residences. They made contact with the juvenile, who was in the house, and got her out safely. Authorities learned the male was the juvenile's father, and was in the house alone.
Clackamas County SWAT and Hostage Negotiation Team were called to assist.
As SWAT teams surrounded the residence, negotiators called into the residence. Negotiators talked the male into surrender peacefully. He walked out of his house and surrendered without any further confrontation. He was taken into custody at 3:45 p.m.
The male was identified as Mukunda Moriary Moss, 41 years old of Wilsonville. He was transported to a local area hospital to be evaluated.
Mr. Moss will be charged with attempt to elude felony and misdemeanor, other charges may be added.
