CCITF arrests suspect, seizes cash, drugs in 31-lb. meth bust

In February 2017, the Clackamas County Interagency Task Force (CCITF) began an investigation into a Drug Trafficking Organization (DTO) operating in the metropolitan area.

Through its investigation, the task force identified Eligio Jose Baltier-Carranza as one of the organization's top distributors in the area.

On May 3, 2017, CCITF investigators -- portraying themselves as high-level drug traffickers -- negotiated a drug transaction with Mr. Baltier-Carranza.

Mr. Baltier-Carrnanza eventually delivered 14 kilograms (nearly 31 lbs.) of finished methamphetamine to CCITF investigators.

The investigation led to a search at Mr. Baltier-Carranza's Portland residence -- which resulted in the seizure of an additional quantity of methamphetamine and nearly $19,000 in U.S. currency.  

Mr. Baltier-Carranza is currently being held at Clackamas County Jail on a charge of Delivery of a Controlled Substance and several warrants he had active for his arrest. His complete booking info is here.

Mr. Baltier-Carranza's bail has been set at $500,000.


The Clackamas County Inter-agency Task Force (CCITF) is a coordinated group effort by state, local and federal law-enforcement officials to reduce illegal drugs and related crimes -- including child endangerment -- in Clackamas County.

The United States Office of National Drug Control Policy (ONDCP) designated Clackamas County as a High Intensity Drug Trafficking Area (HIDTA) in 2008. The CCITF is funded in part by Oregon's HIDTA program grants, which administered by ONDCP.

The CCITF's investigative focus is identified by Task Force member communities and tips from the public.
