Happy Valley PD makes arrest following DUII crash that killed one, injured two others

UPDATE (May 24, 4 p.m.) -- VICTIM IDs

The victim killed in yesterday's DUII traffic crash on SE 122nd Ave. in Happy Valley can now be identified as Pablo Dominguez-Amezcua, 48, of Portland.

The other two victims have been identified as:

  • Preston Stucky, 26, of Cornelius. Mr. Stucky has been released from the hospital.
  • William Griffin, 62, of Happy Valley. Mr. Griffin is currently still in the hospital with non-life threatening injuries.

The investigation continues. There is no additional information at this time.

Happy Valley Police and the Clackamas County Sheriff's Office are investigating a DUII traffic crash that killed one construction worker and injured two others.

At approximately 12:35 p.m. on Tuesday, May 23, 2017, Happy Valley Police deputies were dispatched to a traffic crash with a fatality and injuries near the intersection of SE 122nd Ave. and SE Yoakum Ln. in Happy Valley.

Booking photo: Fedsot A. Tsopko, 51, of PortlandUpon arrival, it was determined that a 1990 Lexus 4D -- operated by Fedsot A. Tsopko, 51, of Portland -- had been traveling northbound on SE 122nd Ave. Mr. Tsopko was the lone occupant of the vehicle. As the vehicle approached a well-marked construction zone, a flagger attempted to stop the vehicle. The flagger was then struck by the vehicle, which continued into the construction zone.

Once inside the construction zone, the vehicle struck two construction workers, killing one.

Mr. Tsopko's vehicle continued northbound along SE 122nd Ave. for approximately 200 to 300 feet before leaving the roadway and rolling onto its side.

Mr. Tsopko was trapped inside of his vehicle, and had to be extracted by Clackamas Fire District #1 personnel. Once Mr. Tsopko was extracted from his vehicle, he was transported to a local hospital while under the watch of Happy Valley Police. Once Mr. Tsopko was released from the hospital, he was immediately taken into custody and lodged at the Clackamas County Jail.

The flagger and injured construction worker were transported via AMR to local hospitals.

As of 8:30 p.m. on Tuesday, May 23, the statuses of the injured flagger and construction worker are unknown.

Mr. Tsopko has been booked on charges of Manslaughter III ($250,000) and DUII ($2,500). Bail is set at $252,500. His complete booking info is here.

Information on the deceased will be released following family notifications.

Happy Valley Police was assisted at the scene by the Clackamas County Sheriff's Office, the Sheriff's Office Criminal Reconstruction and Forensic Team (CRAFT), and Sheriff's Office Homicide and Violent Crimes Unit (HVCU) detectives.

Two Clackamas County cities -- Happy Valley and Wilsonville -- contract with the Clackamas County Sheriff's Office to provide municipal police services.
