Deputies arrest man outside grocery store on sex abuse, trespass, indecency charges; tips, additional victims sought

At about 8:20 a.m. oMonday, Feb. 1, Clackamas County Sheriff's Office deputies responded to the WinCo Foods grocery store located at 11250 SE 82nd Ave., following a report of an unwanted subject at the location.

Deputies contacted the subject -- Mario Deangelo Carrillo, 40, of Portland -- outside the store.

While speaking with Mr. Carrillo, deputies learned there was a 19-year-old victim inside the WinCo who said Carrillo had inappropriately touched her.

Deputies interviewed the 19-year-old. She told deputies the suspect approached her in the WinCo parking lot and made a lewd proposition. The young woman walked into the store to get away from him. Later, thinking it was safe, she left the store --  but Carrillo reportedly walked up behind her, wrapped his arm around her, and held on to her. When she was able to get away from him, she went back inside the WinCo to ask for help.

Deputies also knew of an earlier complaint from that same morning concerning a man exposing and pleasuring himself in front of a woman at an adjacent laundromat (see CCSO Case # 21-002339). Mario Carrillo matched the description of that subject, as well.

Deputies developed probable cause to arrest Carrillo for Sexual Abuse III, Criminal Trespass II and Public Indecency. Deputies contacted Multnomah County Probation, and learned Carrillo had been involved in a similar recent incident in Multnomah County. Multnomah County issued a detainer to hold Carrillo for violating his probation.

While searching Carrillo, deputies located a hypodermic needle in Carrillo’s pocket, a white substance under Carrillo’s nose, and a small container that held a small amount of a crystal-like substance resembling methamphetamine.

Carrillo was transported to and booked at the Clackamas County Jail without incident, on charges including:

  • ORS.144.350 - PAROLE VIOLATION
  • ORS.163.465-2 - PUBLIC INDECENCY
  • ORS.166.065-3 - HARASSMENT
  • ORS.164.045 - THEFT II
  • ORS.162.247 - INTERFERING WITH PEACE OFFICER
