The Clackamas County Sheriff's Office, with the assistance of the Portland Police Bureau, has made two arrests in the June 23, 2025, theft of cash from an ATM drive-through using a stolen excavator in Clackamas.

On Friday, July 11, 2025, deputies arrested Matthew Evan Armour, 32, while he was leaving the parking lot of an apartment complex in Happy Valley as detectives were executing a search warrant in the complex related to the investigation.

Armour was booked into Clackamas County Jail on charges including Felony Criminal Conspiracy, Aggravated Theft I, Criminal Mischief I, Theft I, Unauthorized Use of a Motor Vehicle, Possession of a Stolen Vehicle and a parole violation out of Multnomah County. He is being held on $60,000 bail.

The following morning, on Saturday, July 12, 2025, Portland Police Bureau officers assisted CCSO by locating and arresting Kevin Owen Miller, 51, in the area of SE 52nd Avenue and SE Holgate Street in Portland. Miller had an outstanding arrest warrant related to this investigation on charges of Aggravated Theft I, Criminal Mischief I, Theft I, Unauthorized Use of a Vehicle and Possession of a Stolen Vehicle. Miller is currently being held at the Multnomah County Detention Center, pending transport to the Clackamas County Jail.

Approximately $58,660 in cash was stolen during the June 23 heist.

EARLIER (June 23, 2025): Sheriff's Office seeks tips after ATMs destroyed with excavator

Clackamas County Sheriff's Office detectives are asking for the public's help as they investigate the early-morning theft of cash from an ATM drive-through using a stolen excavator.

At approximately 4:49 a.m. on Monday, June 23, 2025, Clackamas County Sheriff's Office deputies responded to a burglary at the U.S. Bank located at 11521 SE Sunnyside Rd. in Clackamas.

Deputies arrived on scene and found the excavator still running, abandoned near the ATM drive-through. The suspect or suspects used the excavator's boom arm to destroy two ATM housings, causing damage to the U.S. Bank building in the process. The suspect or suspects had already fled the area.

The excavator was stolen from a nearby construction site and driven to the U.S. Bank.

A SUV parked nearby also had its window broken out.

Deputies, detectives, and CSI technicians are actively investigating, processing the scene and canvasing the area. Updates will be published as available. Currently, detectives are asking for any information that will help lead to the identification of the suspect(s) in this case.
