Sheriff’s Office arrests Hillsboro man for sexual assault of a minor; detectives believe there may be additional victims

On Tuesday, June 10, 2025, detectives from the Clackamas County Sheriff’s Office arrested Seth Michael Winkelhake, age 40 of Hillsboro, on 23 felony and misdemeanor charges to include Rape in the First Degree, Sex Abuse in the Third Degree, Encouraging Child Sex Abuse in the First Degree, and Luring a Minor. The charges are related to conduct Winkelhake engaged in with a 13-year-old girl he met online in 2018 and in person after she was 16 in the unincorporated Oak Grove area of Clackamas County. Winkelhake was arraigned today in Clackamas County Circuit Court and is being held in the Clackamas County Jail without bail.

In January 2025, the Clackamas County Sheriff’s Office received reports from an outside agency of multiple sexual assaults involving the same suspect that had taken place in Clackamas County over a period of four years. The victim reported when she was 13 a person who claimed to be much younger than they really were and calling himself “Jeff” began chatting online with her. This person convinced the victim to send explicit photos of herself and then used them to blackmail her into maintaining an online relationship.

In 2021, the suspect convinced the victim, who was then 16, to begin meeting him in person. The suspect would meet the victim in a public place wearing a ski mask or cloth face covering to conceal his identity. He would sometimes blindfold her before putting her in his car.  He would then drive her to local parks in the Oak Grove area where he would then physically and sexually assault her. Detectives believe this happened multiple times from 2021 to 2024, despite the victim trying to end contact with the suspect.

Investigators identified Seth Michael Winkelhake, age 40 of Hillsboro, as a person of interest. On June 10, 2025, detectives, along with the Hillsboro Police Department and the FBI, served a search warrant at his home in the 500 block of SE 7th Avenue and took him into custody without incident.

Detectives believe there may be additional victims and encourage anyone who may have information about criminal activity involving Winkelhake to contact them.

Seth Winkelhake is 6’03”, 200 lbs., with red hair and blue eyes. He often goes by the names “Jeff”, “Don Jon,” and “Marc.” Detectives believe he uses multiple accounts on social media apps such as AntiLand, Facebook, and Instagram. Winkelhake is associated with two vehicles: a white 2019 Nissan Frontier and a black 2002 Volkswagen Golf.

Winkelhake has volunteered with local educational organizations in the Portland area to include Fernhill in Forest Grove, Friends of Tualatin National Wildlife Refuge, and Tualatin Hills Nature Center.

We are releasing Winkelhake’s booking photo for law enforcement purposes and is in accordance with Oregon House Bill 3273 for the identification of additional criminal activity.
