OREGON CITY, Or. -- John Franklin Kolb, also known by the alias “Loony Toon”, was arraigned on June 24, 2025 in Clackamas County Circuit Court on multiple felony charges stemming from a traffic stop in Milwaukie on June 20, 2025.
Kolb, 42, allegedly fired a gun at three Milwaukie police officers pursuing him as he fled from the traffic stop. Kolb abandoned his car near Southeast Tacoma Street and Southeast 26th Avenue and ran onto the Eastmoreland Golf Course, where a search for him was unsuccessful. He was arrested in Sandy on June 23, 2025.
Kolb is charged with four counts of Attempted Assault in the First Degree with a Firearm, Unlawful Use of a Firearm, Felon in Possession of a Firearm, Escape in the Second Degree, Fleeing or Attempting to Elude a Police Officer, Failure to Perform the Duties of a Driver, Reckless Driving, five counts of Recklessly Endangering Another Person, Criminal Mischief in the Second Degree and Attempting to Elude.
He is being held in preventive detention at the Clackamas County Jail. A release hearing is scheduled on June 27, 2025.
