Portland men arrested in police sting arraigned on charges of promoting prostitution

OREGON CITY, Or. -- Two men who were arrested and charged with promoting prostitution last month were arraigned Monday, Aug. 3, in Clackamas County Circuit Court. 

Rolland Lamonte Finney, 43, and John Leon Harris III, 30, were each charged with one count of Promoting Prostitution, a felony. Both are Portland residents. Harris is a registered sex offender.

The men were arrested July 24 during a Sandy Police Department mission targeting individuals who promote prostitution, victims of sex trafficking and those who purchase sexual services. 

Police officers, posing as prospective customers, arranged to meet and purchase sex from women after making the arrangements online.

Finney and Harris, acting independently of each other, were arrested after they allegedly drove women to a location in Sandy to meet with customers. 

The Clackamas County District Attorney’s Office acknowledges the diligent work of the Sandy Police Department and other law enforcement agencies that participated in this effort to combat sex trafficking.
