Washington man who  sexually abused three-year-old girl sentenced to 25 years in prison

OREGON CITY, Or. -- An Olympia, Washington man convicted last week in Clackamas County Circuit Court of sexually abusing a three-year-old girl was sentenced to 300 months in prison.

A Clackamas County Circuit Court jury found Thomas Irvin Kelly guilty of Unlawful Sexual Penetration in the First Degree and Sexual Abuse in the First Degree. 

In July 2023, Kelly was babysitting a three-year-old girl at a home in Molalla when he abused the child. The following day, the child reported the abuse to her daycare provider. 

Kelly, 40, had no prior criminal history.

The conviction for Unlawful Sexual Penetration in the First Degree is subject to Jessica’s Law, an Oregon law that requires a 25-year mandatory minimum sentence for adults who are convicted of raping, sodomizing or sexually penetrating a child under the age of 12 years old.

Deputy District Attorney Rebecca Wareham Portlock prosecuted the case.
