  1. PUBLIC HEARINGS (The following items will be individually presented by County staff or other appropriate individuals. Persons appearing shall clearly identify themselves and the department or organization they represent. In addition, a synopsis of each item, together with a brief statement of the action being requested shall be made by those appearing on behalf of an agenda item.)
    1. Approval of a Supplemental Budget Resolution for Fiscal Year 2023-24. Fiscal impact is a net increase in appropriations of $11,334,707. Funding includes Beginning Fund Balance, Other Revenue Sources, Federal Grants, Charges for Services, and Other Interfund Transfers. No County General Funds are involved.

      1. Approval of Previous Business Meeting Minutes – BCC
      2. *Approval of an Intergovernmental Agreement with the Oregon Department of Transportation for the Distracted Driving Enforcement Grant. Agreement value is $15,000 for 1 year, with a $3,000 match. Funding is through the Oregon Department of Transportation and $3,000 in budgeted County General Funds. – CCSO
      3. *Approval of an Intergovernmental Agreement with the Oregon Department of Transportation for the Driving Under the Influence of Intoxicants High Visibility Enforcement Grant. Agreement value is $15,000 for 1 year, with a $3,000 match. Funding is through the Oregon Department of Transportation and $3,000 in budgeted County General Funds. – CCSO
      4. *Approval of an Intergovernmental Agreement with the Oregon Department of Transportation for the Pedestrian Safety Enforcement Grant. Agreement value is $5,000 for 1 year, with a $1,000 match. Funding is through the Oregon Department of Transportation and $1,000 in budgeted County General Funds. – CCSO
      5. *Approval of an Intergovernmental Agreement with the Oregon Department of Transportation for the Speed Enforcement Grant. Agreement value is $20,000 for 1 year, with a $4,000 match. Funding is through the Oregon Department of Transportation and $4,000 in budgeted County General Funds. – CCSO
      6. *Approval of Amendment #2 extending duration and increasing funding to a contract with Mark 43 Inc. for records and property management software. Amendment value is $212,506.40 for 1 year. Agreement value is increased to $1,431,495.44 for 7.25 years. Funding is through budgeted County General Funds. – CCSO
      7. *Approval of an Intergovernmental Agreement with Water Environment Services for Work Crew services. Agreement value not to exceed $260,000 over 4 years. Funding is through the Water Environment Services Surface Water Operating Fund. No County General Funds are involved. – CCSO

      1. Approval of Lease Amendment #1 for Commercial Space at the Clackamas Corner Property with American Property Management for the Justice Court. Total value is $1,657,614.50 for a ten-year term. Funding is through Justice Court fees and fines. No County General Funds are involved.
      2. Approval of a Sublease Agreement of Parking Lot Spaces with American Property Management for the Justice Court. Total value is $1,539.96 for 1 year. Funding is through Justice Court fees and fines. No County General Funds are involved.
    3. *Technology Services
      1. Approval of a Board Order authorizing a Purchase Order with Dell Microsoft LP for Microsoft licensing. Purchase Order value is $3,617,053.02 over a 3-year term. Funding is through Departmental cost allocations. No County General Funds are involved.
    4. *County Administration
      1. Approval of Change Order #009 with Clackamas Progress Partners, LLC for the Replacement County Courthouse for Relief Event 002, Differing Site Condition, Unknown Underground Utility. Change Order value is $41,599, leaving credits of $622,181.35. Funding is through credits from previous Change Orders, which includes budgeted County General Funds.
      2. Approval of Change Order #012 with Clackamas Progress Partners, LLC for the Replacement County Courthouse for Relief Event 001, Discovery of Differing Site Conditions. Change Order value is $134,360.10, leaving credits of $487,821.25. Funding through credits from previous change orders, which include budgeted County General Funds.
      3. Approval of Change Order #013 with Clackamas Progress Partners, LLC for the Replacement County Courthouse for Relief Event 003, Governmental Approvals, with respect to multiple improvements to Hiefield Court that are required under the Type II land use permit issued by Oregon City. No financial commitment at this time, subject to future resolution
    5. *Health, Housing, & Human Services
      1. Approval of Amendment #2, extending the duration and increasing funding of a Revenue Intergovernmental Agreement with Clackamas County Fire District #1 for Medical Direction. Amendment value is $72,000 for 1 year. Agreement value increased to $216,000 for 3 years. Funding is through Clackamas Fire District #1. No County General Funds are involved.
      2. Approval of a Revenue Health Care Services Contract with CareOregon, Inc. for Enhanced Transitions of Care. Contract value is $350,000 for 11 months. Funding is through CareOregon. No County General Funds are involved.
      3. Approval of a Board Order authorizing a Purchase Order with Robert Half International, Inc. for temporary employee services for financial reporting, accounting, and procurement services. Purchase Order value is $122,393.30 for 6 months. Funding is through the Oregon Health Authority. No County General Funds are involved.
      4. Approval of Amendment #2 to increase funding and extend the term of the revenue Grant Agreement with the State of Oregon’s Housing & Community Services Department for programs related to the Governor’s State of Emergency Due to Homelessness. Amendment value is $980,000 for six months. Agreement value is increased to $5,415,294 for 18 months. Funding is through the State of Oregon. No county General Funds are involved.
      5. Approval of Amendment #2 expanding the scope of work and increasing the value of a Personal Services Contract with Clackamas Women’s Services for homeless services. Amendment value is $1,640,396. Total contract value has increased to $9,182,559 for 18 months. Funding is through State of Oregon Emergency Order grant funds and Metro Supportive Housing Services Measure Funds. No County General Funds are involved.
    6. *Transportation & Development
      1. Approval of a Cooperative Service Agreement with United States Department of Agriculture for the Purposes of Compliance with Migratory Bird Treaty Act. Total value is $15,000 for 1 year. Funding through County Road Fund. No County General Funds are involved.
      2. Approval of State of Oregon County Fairgrounds Capital Improvements Grant Agreement with the Oregon Business Development Department toward construction of new County Fair multi-purpose building. Grant value is $277,777. Funding is through Business Oregon. No County General Funds are involved.
      3. Approval of a Board Order authorizing a Purchase Order with Roberson Motors for the purchase of twelve (12) 2024 Dodge Pursuit AWD Durangos for the Clackamas County Sheriff’s Office through a State of Oregon Cooperative Contract. Total value is $524,733.60. Funding is through budgeted County General Funds.
      4. Approval of a Board Order authorizing a Purchase Order with McLoughlin & Eardley Group, Inc. dba Sirennet.com for the purchase of patrol vehicle equipment through a City of Beaverton Cooperative Contract. Total value is $196,308.39. Funding through budgeted County General Funds.
      5. Approval of a Personal Services Contract with Consor North America, Inc. for Engineering Design Services for the 2024 Transportation Maintenance Paving Projects. Total contract value is $750,213. Funding is through House Bill 2017 Funds. No County General Funds are involved.
  4. *WATER ENVIRONMENT SERVICES CONSENT AGENDA (The following Items are considered routine, and therefore will not be allotted individual discussion time on the agenda. Many of these items have been discussed by the Board in Work Sessions.     1. Approval of an Intergovernmental Agreement with the Clackamas County Sheriff’s Office for Work Crew services. Agreement value not to exceed $260,000 over 4 years. Funding is through the Water Environment Services Surface Water Operating Fund. No County General Funds are involved.
  5. PUBLIC COMMUNICATION (The Chair of the Board will call for statements from citizens regarding issues relating to County government. It is the intention that this portion of the agenda shall be limited to items of County business which are properly the object of Board consideration and may not be of a personal nature. Testimony is limited to three (3) minutes. Comments shall be respectful and courteous to all.)
