V.  FIRE DEPRTMENT UPDATE

                Chief’s Report – Steve Deters

  • Siren available on CFD website
  • Incident Management conducted realistic wildfire simulations, strengthen understanding of roles and responsibilities. Included wildfires and natural disasters; i.e. floods, wind and railway 
  • Graduated 15 new volunteers 
  • April 27, Sandy and Clackamas Fire joint hybrid Q&A session on annexation
  • April 29 graduation and swearing in of Volunteer Academy 25-02
  • 169 incidents; fire 6, hazmat 8, law enforcement 6, medical 117, non-emergency 22 and Public service 10. Dover station 22 calls
  • Discussion on Chem spill at 427 & Keisecker 5:30 am buckets of suspected CBD isolate. Sheriff called for Chem response, Ric called Code Enforcement, they are not handling referred him to County Road Dept and Sheriff. 

                Volunteer Report – Quinton and Drew reported

  • 15 volunteer graduates; 12 suppression assigned to Station 74 on Firwood Rd and 3 support
  • Volunteer recruitment for Academy 26-02; 72 invited, 59 submitted responses

    Next phase; Physical Ability Awareness Day & Test Days.

  • Explorer 2026-2027 recruitment closed; 22 applications, 6 returning 9 graduating (5 are pursuing fire education & training)
  • Calls for service 17; EMS-11, Misc Fire / Veg / Motor vehicle Fire / chimney – 1. Motor Vehicle accidents-3, structure fire-1, powerline down-0, Public Service-1, other-0
  • Training; Wildland fundamentals-mandatory Fire Shelter Deployment, Wildland-create a hand line and pump & roll tactics , EMS-ABC Skills check off , Wildland-Scenarios, Progressive Hose Lay, Rehab Drill-Equipment Repair, Community Right to know & SDS Sheets, Volunteer Academy 25-02 graduation 
  • Shift coverage 21 of 30 nights 7:30 PM to 7:30 AM, going to increase with new graduates

VI. COUNTY PLANNING DEPARTMENT PRESENTATION - Joyce Fields

                Types of applications, Appeal process, CPO comments, etc. Bring your questions

  • Joyce covered the varied Land Use Applications and the process they follow using Oregon Revised Statutes and Statewide Planning Goals. Process includes Oregon Admin. Rules (OAR), Comprehensive Plan (last updated in 1996 with ongoing revisions) Local Ordinances and Local Decisions. State sets the Standard
  • Type l vs Type II and Type III Permits procedures and how they differ
  • Public Input; criteria, Hearings Officer, common impacts i.e. noise, lighting, traffic/transportation system, cost or change. Unable to consider, the following; Property values-LUBA, Health Impact from Cell Towers-Federal Law
  • Timelines Zoning & Development Ordinance for each Type. State Law sets the time requirements-120 days inside UGB (Urban Growth Boundary) and 150 days outside of UGB
  • Statewide Planning Goals of 19 listed only 14 apply to Clackamas County. 
  • Extremely beneficial presentation

VII. LAND USE APPLICATIONS AND DECISIONS

                Z0041-26 Final Decision-Approval with conditions; Replacement dwelling, 

                                34901 SE Skogan Rd

                Z0119-26 Application – Temporary Dwelling for Care - Renewal; 40050 SE Trubel Rd, no objections.

                Z0121-26 Submitted Application-Pending; verification of non-conforming use, Motorcross track           established in 1974,  south side of Rude Rd., Zone 1 AG/Forest district. Some discussion regarding noise       levels. Gordon will research. 

VIII. CODE ENFORCEMENT – Ric

                Property North side of Firwood Rd-looks great. Compliant case closed-possible buyer. South side Fir-  wood case remains closed.

                Discussion of construction on Pagh Rd, Music Camp wedding venue, mobile home Beatty Rd

VIIII. SHERIFF & CLACKAMAS FIRE presentation – Feedback

                Handout would have been helpful. Tremendous amount of information. 

X. ROAD CLEANUP – Sue

                Few volunteers but group from Ant Farm was very helpful. Thank You volunteers and Ant Farm 

                Need to find a way to increase volunteerism. 

XI. NEW BUSINESS – Interest in possible bear avoidance presentation

                Hoodland District is having issues with short-term rentals, garbage drawing bears. Ric will contact OFW                 (Oregon Fish and Wildlife) regarding bear awareness and procedures presentation.   

XII. BEE AWARENESS – Gordon

                Gordon handed out an interesting list of Bee Facts and a demonstration of how the hive works.
